Background & Job Description
The World Health Organization (WHO) is recruiting a National Consultant – Data Analytics, Monitoring & Evaluation to strengthen data-driven decision-making within the WHO Country Office in Viet Nam. The consultant will support the implementation and continuous improvement of the WHO Country Office Results Framework, helping assess progress against strategic priorities agreed upon between WHO and the Ministry of Health.
Working closely with WHO technical teams, the consultant will develop reporting tools, analyze performance indicators, produce visual dashboards, prepare monitoring reports, and strengthen staff capacity in monitoring, evaluation, and data analytics.
The consultancy contributes directly to WHO’s commitment to delivering measurable public health impact under the WHO Fourteenth General Programme of Work (GPW14) and supports monitoring progress toward national health priorities and Sustainable Development Goals (SDGs).
Tasks
The selected consultant will support WHO through a range of technical assignments, including:
- Develop and improve a practical data reporting tool for the WHO Results Framework.
- Review baseline reports and existing monitoring systems.
- Design user-friendly reporting processes and data collection tools.
- Build reporting templates and guidance materials for WHO staff.
- Deliver training sessions on data reporting and monitoring tools.
- Review and validate monitoring data submitted by technical teams.
- Produce data visualizations, dashboards, and analytical reports.
- Prepare annual and mid-year Results Framework reports.
- Develop presentations highlighting progress and impact.
- Support donor reporting and technical project reporting.
- Strengthen monitoring and evaluation systems across multiple WHO priority programmes.
- Build staff capacity in gender-responsive, disability-inclusive, and evidence-based data collection and reporting.
Qualifications
Education and Certification
Applicants should possess:
- An advanced university degree (Master’s) in:
- Information Management
- Public Health
- Epidemiology
- Economics
- Data Science
- or another closely related discipline.
Desirable qualifications include:
- Training in Results-Based Management
- Project Management certification
- Additional professional qualifications in monitoring, evaluation, or data analytics.
Experience
Candidates should have:
- At least five years of relevant professional experience.
- Proven experience producing:
- Epidemiological updates
- Dashboards
- Analytical briefs
- Public health profiles
- Monitoring and evaluation frameworks
- Results reporting tools.
- Experience with WHO or other international organizations is considered an advantage.
- International experience in monitoring and evaluation is desirable.
