Key Responsibilities
The selected consultant will play a central role in strengthening WHO’s analytical support for Ukraine’s health financing reforms.
Responsibilities include:
- Coordinating health financing data requests from national institutions.
- Cleaning, managing, validating, and analysing large administrative datasets.
- Developing standardized analytical methodologies.
- Producing dashboards, visualizations, technical documentation, and policy briefs.

Professional Experience
Applicants must demonstrate:
- At least three years of experience in health data management, health informatics, health information systems, or health data analytics.
- At least one year of professional experience working with or within the National Health Service of Ukraine.
- Experience analysing large administrative datasets.
- Experience producing analytical reports, dashboards, or policy briefs.
Experience supporting provider payment reforms, health financing systems, WHO programmes, or other international organizations is considered an advantage.
Skills Required
WHO is seeking candidates with strong analytical and technical capabilities, including:
