The World Health Organization (WHO) is accepting applications for a National Consultant – Health Financing Data Analytics position based in Kyiv, Ukraine. About the WHO Consultancy

The consultancy has been established to strengthen the analytical capacity of the WHO Ukraine Health Financing Unit. The consultant will coordinate health financing data management, oversee analytical activities, and support strategic purchasing reforms by working with administrative datasets from the National Health Service of Ukraine (NHSU) and other national data sources.

As Ukraine continues implementing major health financing reforms, WHO requires high-quality data analysis to support policy decisions, provider payment reforms, and long-term health system planning.

Key Responsibilities

The selected consultant will play a central role in strengthening WHO’s analytical support for Ukraine’s health financing reforms.

Responsibilities include:

  • Coordinating health financing data requests from national institutions.
  • Cleaning, managing, validating, and analysing large administrative datasets.
  • Developing standardized analytical methodologies.
  • Producing dashboards, visualizations, technical documentation, and policy briefs.
  • Supporting provider payment reforms through technical specifications for the eHealth system.
  • Coordinating analytical activities across multiple WHO health financing projects.
  • Delivering technical training and capacity-building for WHO staff and national counterparts.

Expected Deliverables

Throughout the consultancy, the successful candidate will contribute to several strategic outputs, including:

  • Establishing standardized health financing data governance systems.
  • Coordinating analytical quality assurance across WHO projects.
  • Developing technical specifications for provider payment implementation.
  • Producing analytical guidance, dashboards, and training materials.
  • Preparing policy reports and evidence to support national health financing reforms.

Eligibility Requirements

Applicants should possess a strong academic and professional background in health data analysis.

Education

Candidates must hold a bachelor’s degree in one of the following fields:

  • Health Informatics
  • Information Management
  • Statistics
  • Public Health
  • Health Economics
  • Data Science
  • Another closely related discipline

Professional Experience

Applicants must demonstrate:

  • At least three years of experience in health data management, health informatics, health information systems, or health data analytics.
  • At least one year of professional experience working with or within the National Health Service of Ukraine.
  • Experience analysing large administrative datasets.
  • Experience producing analytical reports, dashboards, or policy briefs.

Experience supporting provider payment reforms, health financing systems, WHO programmes, or other international organizations is considered an advantage.

Skills Required

WHO is seeking candidates with strong analytical and technical capabilities, including:

  • Advanced quantitative and analytical skills.
  • Experience working with large health datasets.
  • Strong report-writing and data visualization abilities.
  • Ability to coordinate multiple analytical projects.
  • Excellent communication and interpersonal skills.

Knowledge of Power BI, Tableau, SQL, R, Python, and eHealth systems is highly desirable.

Language Requirements

Applicants must have:

  • Expert knowledge of Ukrainian.
  • Good working knowledge of English.
