Role Overview for CARE International Is Hiring a Remote Research Job

The Program Development Lead is responsible for:

  • Leading fundraising strategy
  • Managing donor intelligence and proposal pipelines
  • Coordinating high-quality concept notes and proposals
  • Ensuring compliance with institutional donor requirements
  • Supervising the Program Development Coordinator

This role works closely with the Country Director, Program Quality Lead, Finance, HR, Partnerships, and Safety & Security teams.


Key Responsibilities

1. Strategic Program Development & Resource Mobilization

  • Lead development and implementation of the Country Office Resource Mobilisation Strategy
  • Monitor donor trends and funding opportunities
  • Manage Go/No-Go decision-making processes
  • Develop internal program development systems and guidelines
  • Mentor and supervise program development staff

2. Proposal Development & Compliance

  • Lead and coordinate proposal drafting processes
  • Write key non-technical sections of proposals
  • Support technical teams in drafting program sections
  • Ensure compliance with donor and CARE policies
  • Manage internal sign-off and submission processes
  • Oversee external proposal writers when engaged

3. Donor Engagement & Strategic Planning

  • Represent CARE in consortium and donor meetings
  • Conduct portfolio and funding landscape analysis
  • Align country-level resource mobilization with regional/global strategies
  • Maintain donor engagement tracking systems
  • Support development of capacity statements and visibility materials

Required Qualifications

Applicants should have:

  • At least 5 years of experience in program development with INGOs or national CSOs
  • At least 3 years of experience in contexts similar to Ukraine
  • Strong team management and collaboration skills
  • Demonstrated strategic thinking ability
  • Excellent English writing skills with proven high-quality proposal development experience

Preferred Qualifications

  • Experience submitting proposals to donors such as ECHO, BMZ, GFFO, DANIDA, SDC, or other European Ministries
  • Experience working in Ukraine
  • Experience in both humanitarian and development programming
  • Master’s degree in a relevant field
