About the UNFCCC Programme Officer Role

The United Nations Framework Convention on Climate Change (UNFCCC) leads the political process addressing climate change under the Convention, the Kyoto Protocol, and the Paris Agreement. The Programme Officer (P-3) position supports governments, negotiators and global stakeholders in advancing climate technology solutions, particularly under the Technology Mechanism.

Where You Will Work

The role is based in the Means of Implementation (MOI) Division, which supports developing countries in mobilizing finance, technology, and capacity building for climate action.

You will work within the Technology Subdivision, specifically the Support and Implementation Unit, which focuses on:

  • Technology development and transfer
  • Implementation of the Technology Mechanism
  • The Technology Mechanism Initiative on Artificial Intelligence for Climate Action
  • Supporting intergovernmental negotiations and the work of the Technology Executive Committee (TEC)

Key Responsibilities

H2: Supporting Intergovernmental Processes

  • Provide technical and procedural support for negotiations under the CMA, COP and subsidiary bodies.
  • Draft background notes, technical documents, talking points and analysis for Chairs and facilitators.
  • Synthesize submissions from Parties and international organizations for negotiation sessions.
  • Support the planning and execution of workshops, expert meetings and in-session events.

H2: Implementing the Technology Mechanism and AI for Climate Action

  • Support activities under the Technology Mechanism Initiative on Artificial Intelligence for Climate Action.
  • Facilitate collaboration between TEC and the Climate Technology Centre and Network (CTCN).
  • Develop technical papers, briefs, databases and documentation on technology development and transfer.
  • Coordinate monitoring and evaluation processes for AI for climate action projects.

H2: Contributing to Communication and Knowledge Management

  • Prepare newsletters, infographics, updates, and social media inputs relevant to technology and AI initiatives.
  • Support internal and external knowledge sharing and dissemination of outputs to stakeholders.

H2: Supporting Inter-Agency Engagement and Collaboration

  • Coordinate with UN agencies, research institutions, private sector partners, and academia.
  • Represent UNFCCC in technical meetings, workshops and seminars.
  • Contribute to inter-agency working groups on artificial intelligence.

Required Qualifications

H3: Education

  • Master’s degree in computer science, data science, climate policy, engineering, environmental science, economics, development or similar fields.
  • A bachelor’s degree + two additional years of experience may be accepted.

H3: Professional Experience

  • Minimum 5 years of climate policy or climate technology experience.
  • At least 3 years of experience in international development involving digital technologies for climate action.
  • Experience with AI for climate solutions in developing countries is an asset.
  • Familiarity with the UN system and donor engagement is highly desirable.

H3: Language Skills

  • Excellent English writing skills required.
  • Knowledge of another UN language is an advantage.
