About the Evaluation Assignment
The consultancy will lead the final evaluation of Sida’s Humanitarian Framework Agreement (HFA V), implemented by IRC from April 2021 to March 2026.
The evaluation will assess:
- Program-Based Approach (PBA) humanitarian programming
- Rapid Response Mechanism (RRM) projects
- Methods Development & Capacity Building (MD) initiatives
- Outcomes across 29 IRC country programs
The evaluation will apply OECD DAC criteria, including:

Key Responsibilities
1. Lead the Evaluation Process
The consultant will design the methodology, manage research activities, and produce all evaluation deliverables in close coordination with IRC’s Global MEAL team and Evaluation Committee.
2. Conduct Desk Review
- Review 29 Strategic Action Plans (SAPs)
- Map and aggregate SAP Scale indicators
- Analyze annual statistics data
- Conduct deep-dive reviews for:

- Myanmar

- Yemen
3. Conduct Primary Data Collection
The consultant will lead qualitative and quantitative data collection, including:
- Key Informant Interviews (KIIs)
- Focus Group Discussions (FGDs)
- Small-scale surveys
- Validation workshops
In-person data collection is required in Nigeria and Ethiopia.
4. Deliver Required Outputs
The consultancy includes three major deliverables:

Compensation and Payment Terms
