Background & Job Description
Oxfam Pilipinas is looking for a dynamic consultant to develop a Social and Behavior Change Communication (SBCC) Plan as part of the Care Connect project. The initiative, which aims to improve the lives of women and girls through gender-transformative change, seeks to address the undervaluation of care work, including domestic, barangay health, and daycare roles.
The consultant will work remotely and play a pivotal role in developing a comprehensive communication strategy that shifts social norms, advocating for better working conditions and fair wages for care workers in the Philippines. The position offers a salary of Php 250,000.00 and requires a highly skilled individual to develop the SBCC plan with a feminist and gender-conscious approach.
Tasks
The consultant will be responsible for the following:
- Inception Report: Develop a detailed approach, methodology, work plan, and timeline for the SBCC Plan, building on previous care-related work and Oxfam’s campaigns.
- Consultation Framework: Design a framework for engaging stakeholders through regional and national consultations. This includes developing surveys, FGD questionnaires, and conducting hybrid interviews to gather insights.
- Consultation Report: Compile the results from consultations into an executive summary, a visual data presentation, and a comprehensive report of key findings and recommendations.
- SBCC Plan Development: Based on the consultations, craft a detailed SBCC Plan, including Monitoring, Evaluation, Accountability, and Learning (MEAL) components, digital tools, and advocacy materials.
- Training & Pilot Testing: Conduct a Training of Trainers (ToT) for the project team and pilot test the developed materials to ensure practical implementation readiness.

Qualifications
Education and Certification:
- Degree in communications, international development, social sciences, or related field.
Experience:
- Proven experience in designing and developing SBCC plans, particularly in gender and human rights contexts.
- Familiarity with feminist approaches to development, gender justice, and community engagement.
- Strong background in conducting consultations, focus groups, and qualitative research.
- Experience in monitoring and evaluating social change programs, especially in gender-transformative initiatives.
- Knowledge of the care work sector and its intersection with poverty and gender inequality.
- Fluency in English and Tagalog; other regional languages are a plus.
