BACKGROUND

Purpose of Activity/Assignment:

To enhance the partnership between UNICEF and the Bill and Melinda Gates Foundation (BMGF) by providing support in developing content and analysis for programmatic alignment and overall coordination. Scope of Work:

Under the supervision of the Deputy Director, Programme Group Leadership Team (PGLT), and in collaboration with the Global Chief of Foundations, Private Sector Partnerships Division, the consultant will:

  1. Develop content and analysis to inform BMGF’s engagement strategy, aligning with ongoing mapping and prioritization exercises between the Foundation and UNICEF.
  2. Facilitate the development of key priorities and content for discussion at the UNICEF-BMGF Leadership meeting in 2024, focusing on areas such as Community Health Platforms, HPV, Immunization, Advocacy, Product Access, Introduction and Scale (PAIS), Gender, Data, Education, WASH, polio transition, and others, in alignment with UNICEF priorities.   3. Analyze key players in the program ecosystem to identify opportunities for influence and co-funding for scale, including International Financial Institutions, Public Sector Actors, global funds, and similar foundations.   4. Serve as the main UNICEF focal point for planning and executing the UNICEF-BMGF Leadership Meeting, coordinating logistics, admin notes, and speakers’ coordination, in collaboration with UNICEF USA.

Terms of Reference / Key Deliverables:

  2. Draft a list of topics and facilitate a joint prioritization session with BMGF counterparts (By 31 March 2024).
  3. Draft Discussion paper on joint program priority one (By 31 May 2024).
  4. Draft Discussion paper on joint program priority two (By 30 June 2024).
  5. Draft Discussion paper on joint program priority three (By 31 July 2024).
  6. Finalize discussion papers, incorporating feedback from BMGF and UNICEF (By 31 September 2024).
  7. Coordinate and successfully deliver the BMGF/UNICEF leadership meeting (By 30 October 2024).

Qualifications:

Education:

Advanced university degree in public policy and administration, public health and governance, international development, or related field. International Consultant to Support UNICEF and Bill and Melinda Gates Foundation Global Partnership

Work Experience:

A minimum of eight years of established capacity in development programming, with knowledge in public health and nutrition highly appreciated. Relevant experience in project management, particularly in program delivery and global coordination. Experience working in UNICEF, WHO, and UNFPA will be an asset. Relevant experience working with global health partners and institutional foundations highly appreciated. Competencies/Knowledge:

Fluency in verbal and written English is required. Proficiency in any additional UN official language is welcome.
