As part of UNICEF’s Education Programme in Cambodia, the organization is seeking experienced consultants to support its efforts in strengthening the education system and promoting equitable access to education for all children. Background and Objective
UNICEF’s Education Programme in Cambodia aims to ensure that children and adolescents, especially the most disadvantaged, have access to quality early childhood and basic education in safe and inclusive environments. Key objectives include reducing school drop-out rates, improving learning outcomes, and enhancing the capacity of the education sector to address the needs of vulnerable children. Purpose of the Consultancy Assignment
The consultancy assignment within UNICEF Cambodia’s Education Programme entails providing technical support, capacity building, and strategic guidance to enhance the implementation of education programs. Consultants will play a crucial role in supporting UNICEF’s efforts to improve learning outcomes and promote equitable access to education for all children in Cambodia.
Duties and Responsibilities
Under the guidance of UNICEF Cambodia’s Education Programme, consultants will be responsible for:
- Programme Development: Contributing to the development and planning of education programs, ensuring alignment with UNICEF’s goals and objectives.
- Programme Management: Monitoring and evaluating the progress of education programs, and reporting on results to stakeholders.
- Technical Support: Providing technical guidance and operational support to ensure the successful implementation of education initiatives, including capacity-building activities.
- Partnership Building: Establishing and maintaining partnerships with government agencies, development partners, and civil society organizations to promote collaboration and knowledge sharing.
- Innovation and Knowledge Management: Identifying innovative approaches and best practices in education programming, and contributing to knowledge management initiatives.
Required Qualifications
To qualify for the consultancy assignment, candidates should meet the following criteria:
- Education: Advanced university degree (equivalent to a Master’s) in education, economics, psychology, sociology, or another relevant technical field.
- Work Experience: At least 5 years of relevant professional experience in program planning, management, and/or research in education.
- Skills/Competencies:
- Understanding of global development issues and their impact on education.
- Knowledge of education sector planning and policy analysis.
- Experience in program management and reporting, including pooled funding mechanisms.
- Ability to engage with partners and stakeholders at various levels.
- Understanding of gender and equity issues in education programming.
- Language Requirements: Fluency in English is required.
Desirable Qualifications
Previous experience working in a developing country context or familiarity with emergency settings is desirable but not mandatory.
