Background & Job Description

The United Nations Framework Convention on Climate Change (UNFCCC) is seeking a Programme Officer (P-3) to join the Mitigation Division, NDC Technical Support Unit in Bonn, Germany. This position focuses on climate change mitigation efforts, supporting developing countries in their Nationally Determined Contributions (NDCs) and Long-Term Low Emission Development Strategies (LT-LEDS) under the Paris Agreement.

The selected candidate will facilitate collaboration between the UNFCCC secretariat and the NDC Partnership, ensuring alignment between the partnership’s objectives and the UNFCCC framework.

🏆 Tasks

1️⃣ Facilitate the Implementation of the UNFCCC & NDC Partnership Cooperation Agreement

  • Act as the primary liaison for programmatic matters between UNFCCC and the NDC Partnership Support Unit (NDCP SU).
  • Coordinate annual collaboration activities, including joint projects, technical support for NDCs/LT-LEDS, and events.
  • Organize regular meetings and exchange of knowledge between UNFCCC and the NDC Partnership.
  • Develop analytical progress reports and monitor the implementation of collaborative frameworks.

2️⃣ Support UNFCCC’s Role as a Strategic Member of the NDC Partnership

  • Coordinate UNFCCC’s response to technical assistance requests from the NDC Partnership.
  • Provide input on the NDC Partnership’s annual work plan, reporting, and strategic initiatives.
  • Assist UNFCCC representatives in NDC Partnership Steering Committee meetings.

3️⃣ Oversee Administrative Support for Collaboration Initiatives

  • Ensure effective communication between UNFCCC and NDCP SU administrative teams.
  • Assist in managing funds allocated for NDC Partnership activities, including budget oversight, expenditure reporting, and consultant recruitment.
  • Support hosting arrangements for the NDCP SU under the UNFCCC secretariat.

4️⃣ Additional Responsibilities

  • Represent UNFCCC at technical meetings, workshops, and climate-related conferences.
  • Deliver presentations on mitigation strategies, climate policy, and NDC implementation.

🎓 Qualifications

Education & Certification

Required:

  • Advanced university degree (Master’s or equivalent) in development studies, economics, business administration, international relations, environmental studies, or related fields.
  • A Bachelor’s degree + 2 years of relevant experience may be accepted in place of a Master’s degree.

Experience

Required:

  • At least 5 years of professional experience in climate change, environmental policy, development cooperation, stakeholder engagement, and knowledge management.
  • 3+ years of international experience in organizations focused on climate action, sustainability, or development cooperation.
  • Familiarity with UNFCCC processes, NDCs, LT-LEDS, and the NDC Partnership.
  • Strong experience in multi-stakeholder coordination, capacity-building events, and policy advocacy.

Skills & Competencies

✔️ Strong analytical, research, and organizational skills.
✔️ Ability to manage complex projects and multi-stakeholder initiatives.
✔️ Excellent written and oral communication in English (knowledge of another UN language is a plus).
✔️ Experience organizing climate policy dialogues, workshops, and training programs.
✔️ Proficiency in budget planning, reporting, and administrative oversight.
