Background: Fast-changing global conditions necessitate large-scale reforms, and public administrations are under pressure to address critical challenges such as pandemics, climate change, and digital transformations. UNESCO, in collaboration with seven Member States, is launching a multi-country project funded by the EU’s Technical Support Instrument to develop in-house consulting capacities for future-oriented reforms. Scope of Work: Six junior consultants will be contracted to support senior consultants in Belgium, Cyprus, the Czech Republic, France, Greece, and Latvia. The consultants will contribute to various tasks, including preparing reports, mapping current in-house consulting capacities, supporting the development of action plans, and contributing to capacity-building initiatives. - Cross-project exchanges and coordination throughout the project
- National inception report by Month 1.5
- As-is situation report by Month 2.5
- To-be report by Month 4.5
- Presentation of scenarios by Month 6
- Roadmap/action plan by Month 7
- Training materials by Month 8.5
- Change management and service portfolio trainings by Month 10/Month 12
- Technical support for capacity building ongoing from Month 10
- Implementation report by Month 12.5
- Change management plan throughout the project, revision by Month 13.5
- Implementation report of the change management plan by Month 15
- Horizontal workshops by Month 13/Month 15
- EU network by Month 15
- Reform blueprint input by Month 16

Required Qualifications:
- Academic Qualifications: Advanced university degree (master’s degree or equivalent) in public administration, governance, public policy, knowledge-policy nexus, or evidence-based policy making. UNESCO Recruitment : 6 Junior Consultants for Public Administration
- Professional Experience: Minimum 3 years of experience in government innovation, public administration, good governance, knowledge-policy nexus, institutional development, or capacity building. Demonstrated experience in stakeholder analysis and consultations. Experience working with or within public administration is an asset. Terms of Contract: Six junior consultants (1 per country) will be contracted for Belgium, Cyprus, the Czech Republic, France, Greece, and Latvia.
