Background & Job Description
The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a vital international treaty focused on the conservation of migratory species and their habitats. The CMS Secretariat, located in Bonn, Germany, supports this treaty alongside several other regional agreements, including AEWA, EUROBATS, and ASCOBANS. These initiatives are designed to ensure the sustainability of migratory species across the globe, strengthening environmental cooperation and policy. The United Nations Environment Programme (UNEP) plays a crucial role in providing administrative functions for these agreements.
The Programme Management Assistant, a part-time position based in Bonn, will work under the guidance of the Legal Officer and Head of Conference Services. The incumbent will assist in managing CMS projects and contribute to various administrative tasks within the CMS Secretariat. Tasks
1. Project and Programme Coordination:
The Programme Management Assistant will play a key role in the coordination and execution of CMS-related projects. Responsibilities will include:
- Project Planning and Preparation: Assist with the preparation and monitoring of CMS project proposals, ensuring all necessary documentation is received for review and approval.
- Grant and Partnership Management: Help process grants, including due diligence checks, and maintain accurate records of agreements through the Partnership Portal.
- Document Review and Compliance: Ensure project documents, such as budgets and agreements, are accurate, complete, and adhere to organizational rules before submission.
- Administrative Coordination: Serve as the focal point for administrative tasks related to project implementation. This includes coordinating with various units, processing travel arrangements, handling payments, and managing procurement needs.
- Data Management and Reporting: Summarize project data, track project progress, and identify potential issues such as budget overruns or delays. Assist in drafting regular status reports to keep management informed.
2. Meeting Organization and Logistics:
This role will involve assisting in the logistical arrangements for CMS Secretariat meetings, workshops, and events:
- Event Organization: Oversee the planning and execution of meetings, including travel logistics, registration, and venue arrangements.
- Document Preparation: Ensure that all meeting documents meet UN formatting standards and assist with the translation and dissemination of relevant materials.
- Coordination with Participants: Manage registrations, maintain participant lists, and assist with onsite support during meetings.
3. Office Support:
Additional responsibilities will include general Secretariat office support such as:
- Correspondence Management: Handle incoming and outgoing correspondence, manage the organization’s email account, and draft notifications.
- Data Analysis and Reporting: Assist with data collection, preparation of reports, and visual data presentations for decision-making purposes.
- Knowledge Management: Help maintain various databases, prepare materials for meetings, and support the organization’s knowledge sharing efforts.

Qualifications
Education and Certification:
- Required: High school diploma or equivalent.
- Desirable: Additional coursework or certifications in administration would be a plus.
Experience:
- Required: A minimum of five (5) years of experience in programme or project administration, or meeting organization.
- Reduced Requirement: Candidates with a first-level university degree or higher need only three (3) years of relevant experience.
- Desirable: Experience working within a multilateral environmental agreement secretariat and familiarity with UMOJA or another ERP system. Additionally, experience in data analytics or a related field will be advantageous.
Languages:
- Required: Fluency in English is a must.
- Desirable: Knowledge of French and/or Spanish, along with familiarity with another UN language, is considered an asset.
