Background & Job Description
The United Nations Development Programme (UNDP) is seeking a qualified Project Communication Assistant to support the implementation of communication activities under the Regional Programme on Local Democracy in the Western Balkans 3 (ReLOaD3). This part-time position (50%) will be based in Belgrade, Serbia under a National Personnel Service Agreement (NPSA-5).
About UNDP and ReLOaD3
UNDP operates globally to promote sustainable development, good governance, and social inclusion. A core aspect of its mission is to strengthen participatory democracies by empowering civil society and youth engagement in decision-making.
ReLOaD3 continues the efforts of ReLOaD 1 and 2, which have been running since 2017. This program aims to enhance collaboration between local governments and civil society organizations (CSOs), fostering a more inclusive and democratic process for addressing regional challenges.
The total budget for ReLOaD3 is USD 13.39 million, with USD 1.47 million allocated to the Serbia component. The program is set to run from February 2025 to January 2029 across multiple Western Balkan countries, including Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia.
The Project Communication Assistant will work under the direct supervision of the Regional Programme Manager and Portfolio Manager, supporting communication strategies, visibility efforts, and media engagement to ensure the successful delivery of the ReLOaD3 program in Serbia.

Tasks
1. Supporting the Implementation of Communication and Visibility Plans
- Assist in executing PR, outreach, and awareness campaigns aligned with UNDP and donor visibility requirements.
- Organize and coordinate media events and press conferences, ensuring compliance with PR guidelines.
- Contribute to the development and execution of project communication plans that align with UNDP’s broader goals.
- Monitor and report any deviations from established communication and visibility standards.
- Collaborate with project teams and ReLOaD3’s UNDP country offices and communications personnel to ensure streamlined communication efforts.
2. Supporting Public Relations and Communication Activities
- Develop and produce communication materials, including human-interest stories, project updates, and success stories for media and social platforms.
- Draft talking points, briefing materials, and background documents as required.
- Monitor media coverage and compile regular media reports on project impact.
- Support the organization of media visits, events, and promotional activities, ensuring alignment with project goals.
- Assist in designing creative and innovative visibility materials, ensuring they align with UNDP’s brand guidelines and donor expectations.
- Maintain an archive of project-related photo and video materials.
3. Facilitating Knowledge Sharing
- Organize tailored PR and communication training sessions for local governments and CSOs involved in the ReLOaD3 program.
- Contribute to knowledge-sharing networks and best practice communities within the project and broader UNDP initiatives.
4. Supporting Partners and Grantees on Visibility Matters
- Review and approve communication materials developed by partner organizations and grantees, ensuring compliance with UNDP and donor visibility guidelines.
- Assist CSOs and partner local governments in producing promotional materials that adhere to UNDP communication policies.
5. Ensuring Gender Equality Mainstreaming
- Support the integration of gender-sensitive messaging in all communication materials.
- Ensure all media-related activities and outputs are evaluated from a gender perspective.

Qualifications
Education & Certification
- Secondary education is required.
- A Bachelor’s degree in Social Sciences, Public Relations, Communications, or a related field is preferred but not mandatory.
Experience
- A minimum of 5 years of experience (with secondary education) or 2 years of experience (with a Bachelor’s degree) in project communications.
- Experience in public relations, media outreach, or content creation is highly desirable.
Required Skills
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
- Strong organizational and time-management skills.
- Ability to work independently and as part of a team.
Desired Skills
- Experience in event planning and execution.
- Proficiency in digital media content creation and storytelling.
- Strong understanding of social media analytics and reporting.
- Experience working in the public sector, civil society, or international organizations.
- Strong interpersonal, networking, and communication skills.
Language Requirements
- Fluency in Serbian and English (written and spoken) is required.
