The United Nations Development Programme UNDP is seeking a Programme Specialist (Home Based) in Copenhagen, Denmark to provide strategic support in managing partnerships and implementing health-related initiatives. This role plays a crucial part in supporting UNDP’s collaboration with the Global Fund to Fight AIDS, Tuberculosis, and Malaria (Global Fund) and other health-focused organizations. The selected candidate will contribute to strengthening health systems, ensuring effective resource utilization, and enhancing policy advisory services.

Background & Job Description

The United Nations Development Programme (UNDP) serves as a key integrator in the UN Development System, advancing the Sustainable Development Goals (SDGs) through various strategic partnerships. Within UNDP, the Bureau for Policy and Programme Support (BPPS) is responsible for shaping policies and guidelines that align with UNDP’s Strategic Plan.

A critical aspect of achieving health and development goals is fostering global collaborations. UNDP’s HIV, Health, and Development Strategy 2022-2025 emphasizes a multisectoral approach to strengthening institutions that provide essential health services. The Global Fund, Gavi (The Vaccine Alliance), and UNITAID play significant roles in advancing universal health coverage (UHC) and addressing pressing health challenges.

Through its role as an interim Principal Recipient (PR) for Global Fund grants, UNDP has supported over 53 countries in managing health-related programs since 2003. This position will focus on strategic partnerships, risk management, and ensuring the efficient implementation of health programs, aligning with UNDP’s Enterprise Risk Management Framework.

The Programme Specialist will support country teams, facilitate knowledge sharing, and work closely with technical partners to enhance the effectiveness of Global Fund and health system strengthening initiatives.

Tasks

Under the overall guidance of the Programme Advisor, GFPHST, the Programme Specialist will undertake the following key responsibilities:

1. Strategic Partnership Development & Resource Mobilization

  • Establish and maintain relationships with key stakeholders, including Global Fund, Gavi, UNITAID, and national health ministries.
  • Provide strategic input on health-related policy and programmatic engagement to enhance UNDP’s role as a technical health partner.
  • Support resource mobilization efforts to sustain and expand the reach of health-related programs.
  • Collaborate with multilateral and bilateral organizations to strengthen policy advocacy efforts.

2. Programme & Policy Advisory Support

  • Lead a Country Team to provide tailored technical and policy support to Country Offices in managing Global Fund grants.
  • Assist in programmatic risk assessments, ensuring compliance with UNDP’s rules, policies, and grant agreements.
  • Strengthen the integration of Global Fund projects with broader health initiatives to optimize resource utilization and impact.
  • Provide advisory support on financial management, procurement, monitoring, and reporting mechanisms.

3. Monitoring & Evaluation of Health Projects

  • Ensure the implementation of Results-Based Management (RBM) and Performance Monitoring (PPM) tools.
  • Conduct regular financial and programmatic reviews to maximize project efficiency.
  • Assist Country Offices in reprogramming grants to address emerging health challenges.
  • Coordinate with regional advisors and technical experts to enhance the impact of health system strengthening initiatives.

4. Capacity Building & Knowledge Management

  • Facilitate knowledge sharing on best practices in grant management, health systems strengthening, and disease control.
  • Develop and implement a Country Team Approach Standard Operating Procedure (SOP).
  • Support Country Offices in capacity-building initiatives to transition health program responsibilities to national entities.
  • Organize training sessions on UNDP policies, grant management, and risk mitigation strategies.

Qualifications

Education & Certification

  • Master’s Degree in Public Health, Public Administration, Business Administration, Law, or International Development Studies (or equivalent) is required.
  • A Bachelor’s Degree in the same fields, combined with two additional years of relevant experience, will be considered in lieu of a Master’s degree.

Experience

  • A minimum of 7 years (with a Master’s Degree) or 9 years (with a Bachelor’s Degree) of progressive experience in leading complex health programs.
  • Proven experience in managing Global Fund grants and working with international health organizations.
  • Strong knowledge of health program audits, financial compliance, and risk management.
  • Experience in working in developing countries is preferred.
  • Prior experience in HIV, TB, or malaria programs is desirable.

Languages

  • Fluency in English is required.
  • Working knowledge of French is desirable.
