Background & Job Description
UN Women, an entity of the United Nations dedicated to achieving gender equality and empowering women, is seeking an International Consultant – Care Specialist (Retainer) for a home-based, part-time consultancy. This role supports the organization’s Economic Empowerment efforts, specifically within the Transforming Care Systems initiative. The consultant will provide technical assistance, policy guidance, and capacity-building support to strengthen global, regional, and national care strategies.
The consultant will work closely with UN Women’s Economic Empowerment Section, which focuses on three key Gender Equality Accelerators (GEAs):
- Women in the World of Work
- Transforming Care Systems
- Gender-Responsive Climate Action
Under the Transforming Care Systems initiative, UN Women aims to address gender disparities in care work, unpaid labor, and time poverty through research, policy advocacy, and program implementation. Tasks
The consultant will work under the supervision of the Policy Advisor, Macroeconomics and Global Lead on Care, and will be responsible for the following tasks:
1. Policy Development & Technical Support
- Provide technical guidance for the development of care normative frameworks at global, regional, and national levels.
- Support the design of public policies, cost estimations for care interventions, and mapping of care services.
- Develop context analyses and diagnostic studies on the supply and demand of care services.
- Facilitate the application of costing methodologies and projection of the economic impact of care service implementation.
2. Research & Knowledge Products
- Conduct data collection and compile baseline information to support the development of policy briefs, reports, presentations, and other knowledge materials.
- Review and provide recommendations for care policy instruments at different levels.
- Assist in systematizing experiences from various countries, identifying best practices and lessons learned.
- Contribute to the creation of guides, toolkits, and case studies to support policy advocacy.
3. Capacity Building & Stakeholder Engagement
- Design and implement training materials, tools, and methodologies to support learning initiatives.
- Facilitate or participate in meetings, workshops, and webinars on care policies.
- Collaborate with government agencies, civil society organizations, and development partners to drive policy reforms and program implementation.
- Support the development of program and project proposals for resource mobilization in the care sector.

Qualifications
Education & Certification
- Master’s degree (or equivalent) in International Development, Gender Studies, Economics, Public Policy, or a related field is required.
- A Bachelor’s degree with two additional years of experience may be accepted in lieu of a Master’s degree.
Experience Requirements
- Minimum 7 years of experience in women’s economic empowerment, with at least 3 years specializing in care work.
- Experience in technical assistance and policy development for care policies.
- Strong background in developing knowledge products, such as policy briefs and reports.
- Proven ability to facilitate capacity-building activities, training sessions, and workshops.
- Experience working in multiple countries or regions is an asset.
- Previous work experience with the United Nations or international organizations is desirable.
- Understanding of intersectional approaches to gender equality is an advantage.
Language Requirements
- Fluency in English (spoken and written) is required.
- Knowledge of French, Spanish, Arabic, or another UN official language is an asset.
