Virtual assets, such as cryptocurrencies, operate on decentralized networks and involve rapidly evolving technologies. These characteristics make them challenging to track and seize compared to traditional financial assets. As cybercrime becomes increasingly sophisticated, there is a critical need for effective strategies and tools to manage and recover these assets. This role will play a pivotal part in addressing these challenges by developing a best practice guide that will support law enforcement agencies worldwide.

Your Mission

As a Research Consultant for Forfeiture and Realization of Virtual Assets, you will be tasked with the following responsibilities:

  1. Draft Methodology and Project Plan: Organize and deliver a draft methodology and project plan by September 6, 2024. This will include conducting desk reviews, identifying potential stakeholders, and attending meetings for discussions.
  2. Preliminary Research Findings: Submit and present preliminary research findings by October 11, 2024. This will involve addressing and evidencing specific tasks identified in the project scope.
  3. Updated Guide: Submit and present an updated guide by November 29, 2024, incorporating feedback and addressing all specific tasks outlined.
  4. Final Guide: Deliver the finalized best practice guide by December 20, 2024, ensuring it meets all requirements and includes comprehensive recommendations and strategies.

Expected Outcomes

The successful candidate will produce a detailed best practice guide that provides practical strategies, methodologies, and tools for:

  • Identifying, freezing, recovering, and managing seized virtual assets.
  • Ensuring effective management and preservation of these assets while preventing losses.
  • Standardizing procedures to promote efficiency and consistency in the seizure and recovery process, thereby reducing time and resource expenditure.
  • Facilitating international cooperation by providing best practices for cross-border efforts, improving coordination, and effectiveness in the seizure and recovery of virtual assets.

Key Responsibilities

  • Conduct thorough literature reviews, analyzing existing resources, guidelines, and best practices related to virtual asset forfeiture and realization.
  • Conduct a desktop review of case studies on the seizure of various types of virtual assets globally.
  • Attend virtual or physical meetings, workshops, and expert group discussions with relevant stakeholders to draft the guide.
  • Draft and finalize thematic chapters addressing principal issues such as case studies, processes, management of seized assets, applicable standards, and international cooperation best practices.
  • Provide clear and concise findings, best practices, and recommendations in the guide.

Qualifications and Skills

To qualify for this role, you must have:

  • Education: An advanced university degree in business administration, international relations, social science, law, political science, criminology, criminal intelligence, information technology, or a similar field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Experience: A minimum of 7 years of professional experience in law enforcement, intelligence, prosecution, or financial investigation with expertise in cybercrime, virtual assets, and asset recovery. Experience in research, analytical report drafting, and technical assistance related to virtual assets is required. Experience with international organizations, particularly the UN, is desirable.
  • Skills: Excellent organizational, interpersonal, and communication skills. Attention to detail and the ability to plan, manage, and deliver under specific deadlines.
  • Languages: Fluency in English, with excellent drafting and communication skills. Knowledge of another official United Nations language is an advantage.
