Operating within the Strategic Period 2020-2024, the SP delves into the nexus between climate action and sustainable development, exploring synergies to drive transformative change. Central to its mandate are research endeavors elucidating the complex interplay between climate change and socio-economic systems, alongside initiatives to develop robust monitoring and evaluation mechanisms for the SDGs.

Complementing its research arm, the SP conducts policy-oriented capacity-building and educational programs, including the Diploma Programme for Specialisation on the Paris Agreement, designed to empower stakeholders with the knowledge and skills necessary for effective climate action. Additionally, the SP leverages outreach activities, facilitated through the Global Environment Outreach Centre (GEOC), to disseminate UNU-IAS’s insights and foster partnerships with diverse stakeholders.

Responsibilities of the Consultant: Advancing Sustainability Across Multiple Fronts

Under the guidance of the UNU-IAS Director and the Head of Programme and Administration, the Consultant will play a pivotal role in driving the Strategic Programme’s objectives forward. The responsibilities span a diverse range of activities, encompassing research, capacity building, education, knowledge management, and outreach, all geared towards advancing climate action and sustainable development.

    • Monitor and evaluate ongoing research projects, ensuring timely progress and adherence to objectives.
    • Contribute significantly to the development of grant proposals and resource mobilization efforts to support research activities.
    • Identify strategic partnership opportunities to expand the impact and reach of UNU-IAS’s research initiatives.
  2. Capacity Building and Education:
    • Facilitate the operationalization of educational programs, including the Diploma Programme for Specialisation on the Paris Agreement, by contributing to course design and syllabus development.
    • Act as a focal point for implementing capacity-building initiatives, such as the Asia Pacific Mayor’s Academy, aimed at empowering local stakeholders with the knowledge and skills for effective climate action.
    • Develop presentation materials and tools to support capacity-building activities, ensuring effective knowledge dissemination.
    • Monitor and report on the progress of educational initiatives, assessing their impact and effectiveness.

  1. Knowledge Management and Outreach:
    • Contribute to the development of policy reports, journal articles, and other publications addressing the needs of donors, partners, and the broader international community.
    • Prepare background briefing documents and communication materials to support outreach efforts and enhance the visibility of UNU-IAS’s activities.
    • Represent UNU-IAS at international conferences and events, presenting research findings and insights derived from capacity-building initiatives.
    • Assist in crafting talking points for UNU-IAS management and summarizing key outcomes of conferences and events.
  1. UNU-IAS Postgraduate Degree and Training (PDT) Programme:
    • Collaborate in developing detailed curricula for designated lectures under the PDT Programme, aligning course content with the research and educational objectives.
    • Deliver lectures and serve as a Principal Academic Advisor for students enrolled in the PDT Programme, providing guidance and mentorship.
    • Assist in the selection process for new students, ensuring the enrollment of candidates committed to advancing sustainability goals.
  2. Other Duties:
    • Undertake additional tasks as assigned by the Head of Programme and Administration, demonstrating flexibility and adaptability.

Key Performance Indicators: Evaluating Impact and Effectiveness

The Consultant’s performance will be evaluated based on key performance indicators (KPIs) designed to measure their contributions across various domains:

  • Quality and quantity of research outputs, including academic papers, policy briefs, and reports.
  • Effectiveness in implementing capacity-building activities, such as educational programs and workshops.
  • Contribution to resource mobilization efforts and strategic partnerships.
  • Engagement in outreach activities and representation at conferences and events.
  • Delivery of lectures and supervision of students enrolled in educational programs.

Qualifications and Requirements:

Education and Certification:

  • Doctoral degree (PhD) in Urban Planning, Sustainable Science, or related fields.

Required Skills and Experience:

  • Minimum of three years’ experience in climate change and sustainable development research.
  • Experience in teaching and supervising students.
  • Substantive experience in capacity building for stakeholders in the Asia-Pacific region.
  • Proven track record of publications in relevant areas.
  • Experience in multidisciplinary research teams or projects.
  • Fluency in English; knowledge of another UN official working language is an asset.

Remuneration:

  • Annual net salary: JPY 614,417 – JPY 678,917
  • Benefits include 30 days annual leave and health insurance scheme.

Duration of Contract:

  • Initial contract duration: 1 year, with possibility of renewal.
