Background & Job Description

Greenpeace MENA is dedicated to running an ambitious and impactful program across the MENA region. The Programme Director (PD) plays a key role in developing and managing Greenpeace MENA’s initiatives in alignment with its three-year strategic plan and the broader Greenpeace global framework. This leadership role requires the ability to shape, guide, and execute programme strategies while working collaboratively with internal and external stakeholders.

As the leader of the programme team—comprising campaigners and project leads—the Programme Director actively participates in the global programme directors’ community, contributing to and shaping Greenpeace’s global strategies and initiatives.

Tasks

Leadership and Strategic Direction

  • Provide leadership and vision for the Greenpeace MENA programme, ensuring alignment with the global Greenpeace framework and objectives.
  • Inspire and support team members, fostering strategic thinking and innovation.
  • Define priorities, assign responsibilities, and supervise programme staff.
  • Develop and implement objectives, strategies, and activities across all programme functions.

Programme Department Management

  • Directly manage, supervise, and support the programme team, ensuring high performance and professional development.
  • Establish team structures and recruit staff following Greenpeace MENA’s Human Resources policies.
  • Conduct training, performance reviews, and mentorship for programme staff.

Campaign and Project Management

  • Guide teams in preparing long-term plans and short-term project proposals.
  • Set annual priorities in consultation with other directors and staff.
  • Oversee the pitching process for Greenpeace MENA’s campaigns and projects within the global organization.
  • Evaluate and approve programme projects in collaboration with the programme team.
  • Allocate resources, establish project teams, and oversee budgeting for projects.
  • Ensure continuous learning and documentation through project evaluations.

Digital Mobilization and Engagement

  • Collaborate with the engagement and fundraising departments to develop and implement digital mobilization strategies.
  • Ensure adequate capacity-building for digital outreach efforts.
  • Integrate digital engagement goals into all campaigns and projects.

Global Programme Leadership

  • Actively participate in the global programme community, contributing to international strategies and projects.
  • Collaborate with Programme, Engagement, and Campaign Directors from other Greenpeace offices.
  • Foster cross-country collaboration, knowledge-sharing, and support.

Budget Management

  • Develop the annual programme department budget and secure approval from the Executive Director.
  • Oversee budget monitoring, ensuring compliance with financial policies.
  • Ensure proper budget management across all projects and financial transparency.
  • Support efforts to secure additional funding from global organizations and foundations.

Risk and Legal Counseling

  • Conduct risk analysis for campaigns and projects, ensuring proper sign-off procedures.
  • Work with the Executive Director to assess and mitigate risks.
  • Develop effective legal strategies for campaigns and provide legal counsel to the Programme Department.

Internal and External Representation

  • Represent Greenpeace MENA internally within the global organization and externally with stakeholders and partners.
  • Act as a spokesperson for Greenpeace MENA’s programme initiatives when required.
  • Strengthen relationships with the media, public, and strategic partners to amplify Greenpeace MENA’s impact.

Qualifications

Education and Certification

  • Bachelor’s or Master’s degree in a relevant field (e.g., Environmental Studies, Political Science, International Relations, or related disciplines).
  • Additional professional certifications related to campaign management, advocacy, or leadership are a plus.

Experience

  • Over 10 years of experience in campaigns, mobilization, and management with a proven track record of high-level achievements.
  • Experience in planning, developing, and implementing strategies that align with organizational goals.
  • Prior experience leading teams and working in multicultural environments.
  • Familiarity with nonviolent direct action strategies and digital engagement.
