The Telecommunication Development Bureau (BDT), a key department of ITU, is responsible for fostering universal and affordable access to high-quality telecommunications and ICTs. It plays a critical role in supporting developing nations, particularly G77 countries, in areas like connectivity, cybersecurity, and broadband network evolution.

Position Overview
The Data Scientist Consultant will work within the Digital Networks & Environment Department (DNE) under the guidance of the Head of the Future Networks & Spectrum Management Division. The role involves collaborating with a diverse team of data engineers, GIS specialists, and telecommunications experts to standardize data analysis pipelines, identify data sources for telecommunications infrastructure, and develop models for connectivity and network planning.

The consultant will be engaged in a remote, home-based capacity and will be tasked with the analysis of telecommunication infrastructure and microeconomic data, developing machine learning models, and creating actionable insights to inform ITU’s technical assistance and infrastructure projects in targeted regions.

Tasks

1. Data Pipeline Standardization

  • Collaborate with the team to design a data pipeline for analyzing telecommunication infrastructure, microeconomic, and connectivity data.
  • Work with diverse data sources to ensure proper handling, preprocessing, and transformation of data into actionable insights.

2. Data Source Identification & Evaluation

  • Identify and evaluate various data sources for analyzing connectivity and infrastructure development.
  • Analyze population density datasets to predict internet demand and assess optimization issues in telecommunications network planning.

3. Model Development & Implementation

  • Develop new geospatial and business models for connectivity analysis, ensuring they are interoperable and executable.
  • Translate models into practical applications, ensuring ease of use for stakeholders and optimizing network coverage and efficiency.

4. Machine Learning & Data Analysis

  • Utilize machine learning algorithms to improve network planning and coverage optimization, selecting suitable algorithms, fine-tuning hyperparameters, and evaluating model performance.
  • Conduct Exploratory Data Analysis (EDA) to uncover patterns and trends that inform decision-making.

5. Data Visualization

  • Design and develop data visualizations to communicate complex insights effectively to stakeholders.
  • Utilize visualization tools like Matplotlib, Seaborn, Plotly, and Tableau to present findings in an accessible manner.

6. Research & Innovation

  • Conduct research on advanced algorithmic solutions to enhance telecommunication network performance and coverage.
  • Explore new technologies and methodologies to improve efficiency in infrastructure projects.

7. Collaboration & Reporting

  • Work closely with internal teams and external stakeholders to ensure smooth project implementation.
  • Prepare reports and presentations to share findings, recommendations, and progress updates with stakeholders.

Qualifications

Education & Certification

  • Degree: A university degree in Telecommunication, Computer Science, Data Science, or a related field is required. An advanced degree is an asset.
  • Language Proficiency: Advanced English is required. Knowledge of French is an advantage.

Experience

  • At least three (3) years of progressively responsible experience in data science, telecommunications, or a related field.
  • Experience with SQL and NoSQL databases, including PostgreSQL and MongoDB.
  • Proven experience working with cloud platforms (e.g., AWS, Azure, Google Cloud) for data storage and processing.

Technical Skills

  • Proficiency in Python for data analysis and machine learning.
  • Advanced knowledge of data processing tools like pandas and numpy.
  • Expertise in machine learning frameworks such as scikit-learn, TensorFlow, PyTorch.
  • Experience with data visualization tools like Matplotlib, Seaborn, Plotly, Tableau.
  • Familiarity with geospatial libraries like geopandas, shapely, and QGIS.
  • Experience with big data tools such as Hadoop, Spark, and Kafka.
  • Familiarity with version control systems such as Git and GitHub.

Additional Information

Duration & Remuneration

  • Contract Duration: The consultancy contract will last between 50 to 260 working days, depending on the project needs.
  • Daily Fee: Between 185 – 250 USD per working day, determined based on experience and qualifications.
