Background
UN Women operates within the framework of the United Nations to advocate for gender equality and women’s empowerment. In Libya, as the nation undergoes a complex political transition, opportunities for women’s participation in public life and governance are emerging. However, women continue to face significant barriers, including systemic discrimination and violence. Recent studies, including the 2023 Report of the Special Rapporteur on violence against women and girls, highlight the prevalence of violence against women in the country, particularly within the judiciary system. The legal profession in Libya faces unique challenges, with women lawyers often experiencing discrimination and violence. Despite constituting a significant portion of public defense lawyers, women lawyers occupy low-status positions, limiting their influence and access to justice. The lack of female judges and prosecutors further exacerbates this issue, contributing to a pervasive culture of gender inequality within the legal sector. Recognizing the urgent need to address these challenges, UN Women aims to conduct a comprehensive study on violence against women lawyers in Libya. Objectives
The primary objective of this study is to provide a qualitative and quantitative analysis of the violence experienced by female lawyers in Libya. By documenting and analyzing these experiences, the study aims to:

- Identify the challenges faced by female lawyers and investigate the causes and consequences of violence against them.
- Assess the role of state authorities, bar associations, and other stakeholders in perpetuating or mitigating violence against women lawyers. Opportunity of a Lifetime: Researcher Role with UN Women
- Provide evidence-based findings and recommendations to inform policy reforms and initiatives aimed at eliminating violence against women lawyers.
Duties and Responsibilities
As the International Lead Researcher, the appointed individual will undertake the following tasks:
- Methodology Design: Lead the design and drafting of the Methodology and Inception report, outlining the research approach and data collection methods.
- Desk Research: Conduct comprehensive desk research and review existing laws and regulations relevant to the study.
- Tool Development: Develop data collection tools, including surveys, interview guides, and focus group discussion protocols.
- Data Collection Oversight: Oversee data collection activities, working closely with a national field coordinator and data collectors to ensure quality and consistency.
- Report Drafting: Draft the first version of the study report, incorporating findings from data analysis and addressing comments and feedback from UN Women.
- Summary Preparation: Prepare a concise summary of the study findings, highlighting key insights and recommendations for policymakers and stakeholders.
Deliverables and Timeline
The successful completion of this study will involve the submission of several deliverables within specific timelines:
- Draft Methodology and Inception Report: Due by 1 March 2024 (30% payment upon submission).
- Desk Review of Laws and Regulations: Completion by 18 March 2024.

- Initiation of Data Collection Activities: Commencing by 25 April 2024 (10% payment upon initiation).

Required Skills and Experience
Education and Certification:
- Master’s Degree: A Master’s degree (or equivalent) in Law, International Law, Constitutional Law, or Public Law is required.
Experience:
- Relevant Experience: Minimum of 10 years of progressively responsible experience in Rule of Law, Transitional Justice, and Governance at the national or international level.
- Libya Experience: Previous experience working in Libya’s legal sector is essential.
- Research Expertise: Experience conducting research on women’s rights and human rights issues is an asset.

Languages:
- Language Proficiency: Fluency in oral and written Arabic and French is required.
