GIZ International Services (InS) leverages GIZ’s experience and expertise to provide economic and result-oriented services in the global market. This job opportunity arises within the context of the EU-funded project: “Women Empowerment Hub WE-HUB” in Lebanon. This ambitious project, with a budget of EUR 6,000,000, aims to advance and empower women for effective gender equality realization. The Research Specialist will play a crucial role in ensuring the success and impact of this project by providing in-depth research support and expertise.

Project Overview:
The “Women Empowerment Hub WE-HUB” project seeks to address various facets of gender inequality in Lebanon, with a focus on empowering women economically. The specific objectives include increasing women’s leadership and participation in the political and public sphere, fostering an enabling environment for better engagement of women in the workforce, and enhancing legislative reforms to protect women from all forms of violence. This project is a collaborative effort between Expertise France and GIZ, with each organization responsible for specific components.

Your Role and Responsibilities:
As the Research Specialist, you will be tasked with undertaking in-depth research to provide robust support and expertise for effective governance within Component 2 of the Women’s Empowerment Hub, focusing on Women’s Economic Empowerment. Your responsibilities will include:
- Research Excellence: Conducting thorough research using a variety of methodologies to generate insights and recommendations for advancing women’s economic empowerment. This may involve literature reviews, data analysis, stakeholder interviews, and fieldwork.
- Data Analysis and Interpretation: Utilizing analytical skills to interpret data and identify trends, providing actionable insights to optimize project outcomes. Your analyses will inform strategic decision-making and program design.
- Challenges Addressing: Proactively identifying and addressing challenges through evidence-based approaches. You will collaborate closely with stakeholders, including Expertise France, the European Union, and other partners, to overcome obstacles and drive progress.
- Supervision: Supervising the work of non-key experts as required, ensuring high-quality deliverables and adherence to project timelines. You will provide guidance and support to ensure the effective implementation of research activities.
- Project Oversight: Ensuring that project activities are on track and aligned with the project’s objectives and timelines. This includes monitoring progress, identifying risks, and implementing mitigation strategies as needed.
- Reporting: Covering the required reporting tasks and ensuring the timely submission of reports to relevant stakeholders. Your reports will provide comprehensive updates on research findings, project achievements, and challenges encountered.
Additional Activities:
In addition to your core responsibilities, you will engage in various management and administrative tasks to support the overall implementation of the project. These may include:
- Meeting with relevant stakeholders based on project needs to gather insights, build partnerships, and ensure alignment with project objectives.
- Providing support to other Key Experts when needed, contributing your expertise to interdisciplinary collaboration.
- Identifying the need for Non-Key Experts (NKEs), selecting suitable candidates, and supervising their work to ensure quality and compliance with project requirements.
- Verifying NKEs’ timesheets and ensuring accurate reporting of their contributions to the project.
- Ensuring that all project activities and procedures adhere to GIZ guidelines and standards.
- Assisting Expertise France in relevant tasks and collaborating effectively with other project partners to achieve shared goals.
- Leading on project reporting efforts, including the preparation of progress reports, impact assessments, and other documentation as required.
Your Profile:
Qualifications and Skills:
- Hold a master’s degree in political or social sciences, International Development, Gender Studies, or a related field, with a strong emphasis on research methodologies. Your academic background will provide you with the necessary foundation to conduct rigorous and insightful research.
- Possess excellent communication skills, with the ability to effectively communicate complex ideas to diverse audiences. Your communication skills will be essential for engaging with stakeholders, presenting research findings, and fostering collaboration.
- Demonstrate proficiency in English and Arabic, both orally and in writing. Fluency in French would be advantageous, given the multicultural nature of the project and its stakeholders.
General Professional Experience:
- Bring at least 7 years of proven research experience in women’s economic empowerment or in supporting civil society and institutional actors working on entrepreneurship. Your extensive experience will enable you to navigate complex issues related to gender equality and economic development effectively.
- Showcase your ability to collaborate and negotiate effectively with local and institutional partners, government representatives, academic research institutions, and civil society organizations (CSOs). Your track record of building partnerships and fostering cooperation will be critical for the success of the project.
- Demonstrate a good command of program and project management life cycle, including strategic planning, development, management, monitoring, and evaluation. Experience in the management of integrated multisector projects would be advantageous, as it will provide you with the skills necessary to oversee the implementation of complex initiatives.
Specific Professional Experience:
- Possess very good knowledge of the Lebanese legislative framework related to gender equality, including stakeholders, institutional reforms, formulation, and decision-making processes. Your understanding of the legal and policy context will inform your research and advocacy efforts, contributing to positive change in the field of women’s empowerment.
- Exhibit an excellent understanding of the Lebanese context regarding gender equality, with a specific focus on women’s economic empowerment, informed by extensive research experience. Your contextual knowledge will enable you to develop targeted interventions that address the unique challenges facing women in Lebanon.
- Highlight any previous experience working with the Lebanese National Gender Observatory, as this will demonstrate your familiarity with national institutions and mechanisms for promoting gender equality. Your involvement with the Observatory will enhance your credibility as a subject matter expert and facilitate collaboration with key stakeholders.
- If applicable, mention any previous experience working on EU-funded projects, as this will demonstrate your familiarity with EU procedures and requirements. Your experience with EU-funded initiatives will be valuable for navigating the complexities of the WE-HUB project and ensuring compliance with EU regulations.

Start Date & Implementation Period:
- The intended start date is June 2024, with the period of implementation of the contract spanning 36 months from this date (for a minimum of 660 days).
