Introduction:
UNICEF’s Refugee Response Office in Slovakia is seeking a consultant to support the Ministry of Labour, Social Affairs and Family of the Slovak Republic in enhancing social work practices for the welfare of Ukrainian children and children on the move in Slovakia. This consultancy aims to improve the quality of social services through professional standards enhancement and workforce capacity building.
Scope of Work:
The consultant will undertake the following tasks over 22 days:
- Review domestic and international practices regarding social worker caseloads.
- Support the implementation of a pilot program to adjust social worker-case ratios.
- Advise on social work career development initiatives in Slovakia.

Key Responsibilities:
- Conduct a comprehensive review of existing practices and frameworks.
- Analyze the impact of refugee and Ukrainian children cases on social worker caseloads.
- Identify and propose international best practices for managing social worker workloads during humanitarian emergencies.
- Develop and present evaluation frameworks for pilot programs.
- Provide mid-term analysis and recommendations for optimal caseload determination.
- Propose initiatives for social work career development.
- Present findings and recommendations to stakeholders, including the Ministry and professional associations.
Qualifications and Skills:
- Master’s degree in relevant fields such as international development, human rights, or social work.
- Minimum five years of experience in social service workforce strengthening and pilot evaluation.
- Proficiency in qualitative analysis and report writing.
- Experience working with diverse stakeholders, including government agencies and NGOs.
- Fluency in English, both oral and written.
Travel and Payment:
The consultancy will be home-based with international travel as required. Payment will be based on professional fees for 22 working days. Travel costs will be reimbursed per UNICEF travel policy.
The recruitment process for the consultant role follows a rigorous and transparent framework, ensuring fairness and integrity at every stage. The evaluation of candidates is based on the criteria outlined in the vacancy notice, which may include tests and/or assessments, as well as a competency-based interview. ITU utilizes various communication technologies, such as video or teleconference, e-mail correspondence, etc., for the assessment and evaluation of candidates.
The role of the Child Online Protection Consultant is pivotal in driving forward ITU’s mission in safeguarding children in the digital domain. Working under the guidance of the ITU Project Manager and focal point on Child Online Protection, and in close collaboration with relevant ITU Regional Offices, the consultant assumes a multifaceted role in providing technical support for project activities at the national, regional, and global levels.
Central to the consultant’s responsibilities is the facilitation of a protective online environment for children, ensuring their rights to survival, education, development, participation, and well-being, as enshrined under the Convention on the Rights of the Child and other international treaties and frameworks. Depending on their expertise and experience, the consultant will contribute to ITU’s global efforts in Child Online Protection.
