Job Description

Background: Iraq has long grappled with conflict, instability, and displacement, exacerbated by socio-economic challenges. The emergence of ISIL triggered a new wave of violence and displacement, leaving around 1.2 million individuals internally displaced. UNDP has been at the forefront, implementing programmes for Durable Solutions for Internally Displaced People (IDPs), focusing on facilitating return, local integration, or relocation within the country.

Duties & Responsibilities: The Programme Management Specialist – Durable Solutions will lead and provide technical expertise in planning, implementing, and coordinating UNDP’s projects for IDPs in Iraq. Responsibilities include project leadership, technical oversight, strategic planning, monitoring & evaluation, coordination, partnership building, and knowledge management.

In response to this complex crisis, the United Nations Development Programme (UNDP) has been diligently implementing programmes aimed at providing Durable Solutions for Internally Displaced People (IDPs). These initiatives have a specific focus on facilitating the return, local integration, or relocation of displaced populations within Iraq.

Duties & Responsibilities: The Programme Management Specialist – Durable Solutions will play a pivotal role in providing leadership and technical expertise in planning, implementing, and coordinating UNDP’s projects for Durable Solutions in Iraq. This role encompasses various responsibilities aimed at ensuring effective project management, adherence to UNDP policies and donor requirements, and the promotion of Durable Solutions for displaced populations.

The incumbent will collaborate closely with the UNDP Iraq’s Operations and Finance units, the Programme Management and Support Unit (PMSU), and the Procurement Unit/Service Center to ensure seamless coordination and implementation of projects.

Key Duties and Responsibilities include:

  1. Lead the Durable Solutions project component by:
    • Collaborating with the Team Leader to plan, prioritize, and sequence project activities effectively.
    • Managing the overall implementation of Durable Solutions projects, including financial, administrative, and technical oversight.
    • Maintaining oversight of project deadlines and reporting requirements in accordance with UNDP rules, regulations, and donor specifications.
    • Supervising technical staff involved in the Durable Solutions component and providing relevant training and capacity building.
    • Providing support and technical advice to implementation partners/service providers to ensure compliance with work plans, budgets, and expected results.
  2. Engage in result-based project monitoring and implementation by:
    • Contributing to the identification and synthesis of best practices and lessons learned from the projects for organizational sharing and learning.
    • Coordinating with the Monitoring & Evaluation team to gather, analyze, and report data on project beneficiaries and impact.
    • Organizing field visits with donors and UNDP to monitor the results of Durable Solutions projects.
    • Preparing periodic, quarterly, and annual reports on the Durable Solutions component as required by donors and UNDP.
    • Contributing to measuring development solutions to displacement.
  3. Lead Durable Solutions coordination by:
    • Acting as the technical focal person for durable solution coordination within UNDP and with the UN Durable Solution Working Group.
    • Actively engaging with national and sub-national durable solutions coordination structures to identify gaps and enhance synergies in programme implementation.
    • Coordinating with government counterparts, partner organizations, and local communities to promote Durable Solutions for displaced populations.
    • Undertaking technical coordination of the Reintegration Taskforce within the framework of the One UN plan towards the return and reintegration of Iraqi nationals from Northeast Syria camps.
  4. Contribute to building partnerships with key actors for policy advocacy and resource mobilization by:
    • Analyzing donor priorities to identify resource mobilization opportunities for durable solutions to displacement and preparing substantive concept notes and project proposals as required.
    • Supporting resource mobilization efforts through programmatic reporting and liaising with donors as necessary.
    • Establishing and maintaining partnerships with relevant actors at the national and international level, as well as national and international organizations, to build synergies and achieve a greater impact of the UNDP interventions.
    • Participating in inter-agency programming processes, including joint needs assessments.
    • Participating in UN-wide task forces and working groups and representing UNDP when appropriate.
  5. Ensure facilitation of knowledge building and management by:
    • Organizing and delivering training for the UNDP’s Durable Solutions Projects.
    • Providing sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.

Qualifications: The ideal candidate should possess an advanced university degree (master’s degree or equivalent) in Law, Political Sciences, International Relations, International Development, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned fields, combined with an additional two years of qualifying experience, will be considered.

Experience, knowledge, and skills required for the role include:

  • Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of relevant experience at the national and/or international level.
  • At least 2 years of experience in similar functions in a crisis and post-conflict environment.
  • Demonstrated excellent writing and communication skills/experience.
  • Proven experience in Durable Solutions and/or IDP-support programming.
  • Experience and strong understanding of UNDP policies and practices.
  • Experience with UN/UNDP Conflict Prevention and Peacebuilding guidance and implementation methods.
  • Experience and knowledge of development and displacement issues and challenges in the MENA Region.
  • Knowledge and/or experience of result-based management, including progress monitoring, would be an asset.
  • Previous experience of working with governments, NGOs, and UN agencies is preferred.
  • Experience in gender and conflict-sensitive programming and implementation would be an advantage.

Language Requirements: Proficiency in oral and written English is required. Fluency in Arabic is an asset.
