STANDARD MINIMUM QUALIFICATIONS
Education:
- Possession of an advanced university degree in conflict prevention and peacebuilding, law, international development, public policy, or other relevant fields of social sciences.
Work Experience:
- Minimum of 8 years of relevant experience in surveys, conflict analysis, peacebuilding, conflict prevention and management, or related areas.
- Previous experience working with and advising national-level state institutions and security structures, including oversight bodies.
- Thorough understanding of conflict analysis and peacebuilding issues, as well as knowledge of effective approaches for promoting and sustaining peace.
- Preferred experience working with the United Nations.
- Demonstrated track record and expertise in assessment methodologies and the development of analytical research reports.
- Strong background in project management, including project design, monitoring, and evaluation.
- Essential experience in crisis and post-crisis environments.
- Proficiency in conducting facilitated research and delivering presentations.
- Highly desirable experience working in the African Region, particularly in East Africa, including Ethiopia.

The International Consultant, in collaboration with a national consultant, will have the following key accountabilities to achieve the stated objectives:
1) Conduct a comprehensive peace and conflict analysis utilizing reliable data and evidence obtained through primary and secondary data collection methods. This will involve engaging in stakeholder consultations and providing clear and actionable recommendations for UN strategic engagement and programming. 2) Design relevant consultation and final validation workshops to facilitate meaningful input and feedback from relevant stakeholders. Joint UN Peace and Conflict Analysis International Consultant
3) Collaborate closely with the National Consultant to develop the overall analysis, ensuring a cohesive and comprehensive approach. Joint UN Peace and Conflict Analysis International Consultant
The analysis will cover several key issues, including:
- Identification and mapping of conflicts, as well as trends and patterns of social and political tensions in the three regions.
- Identification and mapping of key actors involved in conflicts and peace initiatives within each region, including a focus on perspectives from women and youth. This will encompass understanding their world views, narratives, motivations, relationships, and conducting a political economy analysis of major stakeholders. - Analysis of stakeholder perceptions regarding conflicts, fault lines, and future trajectories within each context, including cross-border dimensions. Joint UN Peace and Conflict Analysis International Consultant

- Mapping of ongoing peacebuilding and social cohesion interventions conducted by the UN and its partners.
- Providing considerations for UN engagement going forward, including opportunities for strengthening conflict sensitivity, enhancing social cohesion, promoting conflict prevention and peacebuilding, improving humanitarian access, monitoring human rights, addressing grave violations against children, and combating violence against women.
- Developing possible scenarios and identifying risks for each region, along with recommendations for monitoring the evolution of these risks.
- Identification and mapping of peace capacities within both state and non-state actors operating in the regions.
The consultant will also play a role in designing and participating in a validation workshop to ensure the credibility and effectiveness of the analysis.
BACKGROUND & PURPOSE OF THE ASSIGNMENT
Ethiopia is currently undergoing a period of heightened instability and fragility as it navigates various political, economic, demographic, and environmental transitions. One significant challenge in Ethiopia’s recent political landscape is the ongoing political disputes, which have led to several violent conflicts. These conflicts range from minor to severe and occur in different parts of the country. The Amhara region has experienced several violent conflicts in recent years, including local inter-ethnic disputes, regional and international border disagreements, and the conflict in the northern part of the country. This region encompasses various elements of conflicting socio-economic and political dynamics, such as the rise of ethno-nationalism and territorial ambitions through violence. Ethno-nationalist sentiments have gained momentum in the region, encompassing issues related to power dynamics among elites, territorial claims, and overall marginalization. Regional forces and militias have been actively engaged in combat alongside government forces against Tigrayan forces for over two years, with certain militias adopting firm positions on contentious issues underlying the conflict.
