To address global challenges of violence against women and girls (VAWG), the UN Family (UN Women, UNDP, UNFPA, and IOM) collaborates with KOICA and the Government of Timor-Leste through the Joint UN Project “Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste” (2020-2024). The project aims to empower women and girls to live free of sexual harassment and violence, aligned with the SDGs. Interventions will include efforts in women’s economic empowerment (WEE) and ending violence against women and girls (EVAWG).

UN Women Timor-Leste seeks to hire a National Consultant for Advocacy and Communication within the Together for Equality (T4E) Programme to strengthen coordination and communication efforts among various stakeholders.

Duties and Responsibilities

The consultant’s primary responsibility is to strengthen coordination and communication efforts among stakeholders, including Participating United Nations Agencies (PUNOs), KOICA, government bodies, civil society organizations, media partners, and others. Through proactive communication strategies and impactful advocacy, the consultancy aims to enhance the Programme’s visibility, influence policy decisions, and challenge harmful gender stereotypes and practices. The consultant will disseminate empowering messages, address public misconceptions, and convey the impact of the T4E Programme to foster societal change against gender-based violence (GBV).

Key Tasks

  • Advocacy:
    • Evidence-Based Advocacy: Develop and implement strategies to engage government bodies to influence policy decisions and allocate resources for gender equality and GBV prevention, using data and evidence from the T4E Programme.
    • Public Advocacy: Design and execute public advocacy campaigns to raise awareness, challenge harmful gender stereotypes, and promote positive behaviors related to gender equality and GBV prevention.
  • Communication and Coordination:
    • Coordinate and Communicate: Ensure better coordination and communication among PUNOs regarding related communications work, activities, and events.
    • Branding Alignment: Ensure alignment of branding guidelines for all project materials and communications.
    • Promote Success Stories: Develop and promote human-interest stories, programs, and events highlighting the project’s success.
    • Social Media Growth: Increase social media audiences on PUNOs’ channels and boost engagement with project content.
    • Partner Engagement: Engage and credit involved partners and donors in project communications.
    • Media Relations: Build engagement with external media partners to expand the project’s outreach and impact.

Deliverables

  • Deliverable 1: Inception Report (15 Jul 2024)
    • Review and propose revisions to the T4E’s communication strategy.
    • Propose advocacy and communication strategies for the T4E Programme.
    • Propose a table of contents for progress reports and the final report.
  • Deliverable 2: Progress Report I (15 Sep 2024)
    • Report on the progress based on the approved work plan.
    • Provide updates on coordination and communication efforts.
    • Demonstrate improved visibility of the project and increased social media engagement.
    • Analyze engagement metrics on social media platforms.
    • Report on advocacy results and government engagement efforts.
    • Campaign progress report, including engagement metrics and impact analysis.
  • Deliverable 3: Final Report (5 Nov 2024)
    • Document technical support provided, challenges, and recommendations.
    • Report on coordination and communication efforts, project visibility, and social media engagement.
    • Provide analysis of advocacy results and government engagement efforts.
    • Campaign results with engagement metrics and impact analysis.

Required Skills and Experience

Education:

  • Bachelor’s or Master’s Degree in Communication, Public Relations, Gender Studies, International Relations, or related disciplines.
  • Master’s degree with at least 2 years of relevant experience or a Bachelor’s degree with at least 4 years of experience.

Experience and Skills:

  • Proven track record in designing and implementing advocacy and communication strategies related to gender equality and GBV prevention.
  • Experience engaging government bodies to influence policy decisions and advocating for resource allocation.
  • Demonstrated experience in public advocacy campaigns.
  • Proficiency in utilizing data and research for advocacy initiatives.
  • Experience in project management, including monitoring, reporting, and adapting strategies.
  • Proven ability to engage and collaborate with diverse stakeholders.
  • Strong documentation skills in English and Tetum.
  • Commitment to transformative change for gender equality.

Language and Other Skills:

  • Proficiency in oral and written English and Tetum.
  • Excellent written and verbal communication skills.
  • Understanding of media relations and experience building relationships with external media partners.
  • Proficiency in using computers and office software packages (MS Word, Excel, PowerPoint).
  • Willingness to adapt to changing circumstances and respond to emerging opportunities and challenges.

Evaluation

Applications will be evaluated based on a cumulative analysis of technical qualifications (70%) and financial proposals (30%). Candidates must attain a minimum technical score of 70% to be considered.

Technical Qualification Evaluation Criteria:

  • Total Obtainable Score: 100%

Financial Proposal Evaluation:

  • Only candidates who meet the minimum technical score will have their financial proposals evaluated.
  • The lowest price proposal will receive the maximum points, with others scored inversely proportional to the lowest price.

Payments:

  • Payments are based on the achievement and certification of each deliverable.
  • Deliverable 1: 30% payment upon submission of the Inception Report (15 Jul 2024)
  • Deliverable 2: 30% payment upon submission of Progress Report I (15 Sep 2024)
  • Deliverable 3: 40% payment upon submission of the Final Report (5 Nov 2024)
