Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimensions of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP hosts various Multilateral Environmental Agreements, including the Carpathian Convention. This position is located in the UNEP’s Regional Office for Europe / Vienna Programme Office at the Vienna duty station. Under the overall guidance of the Director of the Europe Office and direct supervision by the Head of the Europe Office / Vienna Programme Office – Secretariat of the Carpathian Convention, the incumbent will be responsible for the following duties:

Responsibilities

  • Supports Implementation: Implement, monitor, and evaluate activities within the Carpathian Convention Programme of Work and the Carpathian Biodiversity Framework.
  • Research: Conduct basic research on selected aspects of programmes, operations, and other activities, including collecting, analyzing, and presenting statistical data and other information from diverse sources.
  • Secretariat Services: Assist in providing secretariat services for the Carpathian Convention.
  • Policy Support: Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends.
  • Consulting Assignments: Assist in performing consulting assignments by planning and facilitating workshops and developing the action plan clients will use to manage change.
  • Written Outputs: Contribute to the preparation of various written outputs, such as draft background papers, analytical notes, sections of reports and studies, and inputs to publications.
  • Administrative Support: Provide administrative and substantive support to consultative and other meetings, including proposing agenda topics, identifying participants, preparing background documents and presentations, and handling logistics.
  • Outreach Activities: Participate in the development of training workshops, seminars, and presentations on assigned topics/activities.
  • Survey Initiatives: Assist with the design of data collection tools, issue data collection tools, review and analyze responses, identify problems/issues, and prepare preliminary conclusions.
  • Field Missions: Participate in field missions, including providing substantive and administrative support and data collection.
  • Budget Coordination: Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).
  • Data Analysis: Contribute to the collection and analysis of data and identification of trends or patterns, and provide draft insights through graphs, charts, tables, and reports using data visualization methods for data-driven planning, decision-making, presentation, and reporting.
  • Other Duties: Perform other duties as required.

Competencies

  • Professionalism: Knowledge and understanding of implementation, monitoring, and evaluation of activities within the Carpathian Convention Programme of Work and the Carpathian Biodiversity Framework. Ability to identify issues, analyze and participate in resolving issues/problems. Familiarity with various research sources, including electronic sources on the internet, intranet, and other databases.
  • Planning and Organizing: Develops clear goals consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
  • Client Orientation: Considers all those to whom services are provided as “clients” and seeks to see things from their point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to stay informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timelines for delivery of products or services to clients.

Education

  • Required: Advanced university degree (Master’s degree or equivalent) in international relations, European studies, political science, or a related field.
  • Alternative: A first-level university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree.
  • Desirable: Completion of degree and non-degree programs in data analytics, business analytics, or data science.

Work Experience

  • Required: A minimum of two years of progressively responsible experience in project/programme management, administration, or a related area.
  • Required: Experience in international affairs and multilateral environmental cooperation.
  • Required: Experience in organizing intergovernmental conferences.
  • Desirable: Experience working with Multilateral Environmental Agreements, facilitating negotiations with national governments and stakeholders at the international level in the Carpathian sub-region.
  • Desirable: Experience in developing and implementing biodiversity-related strategies in the Carpathian region.
  • Desirable: Experience in developing and managing projects related to biodiversity and sustainable development in the Carpathian region.
  • Desirable: One year or more of experience in data analytics or a related area.

Languages

  • Required: Fluency in English.
  • Desirable: Knowledge of French.
  • Note: “Fluency” means fluent in all four areas (read, write, speak, understand). “Knowledge of” means confident in at least two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise followed by a competency-based interview.

Special Notice

  • Appointment: This is a project post. Appointment against this position is for an initial period of one year and may be subject to extension.
  • FTA Limited: Candidate selected will be granted a fixed-term appointment limited (FTA limited) in accordance with section 2.2 (b) of administrative instruction ST/AI/2013/1 on the Administration of fixed-term appointments.
