Job Description

The Aspire to Innovate (a2i) Programme complements the Government of Bangladesh’s initiatives to instill a citizen-centric ethos of innovation in the civil service. Our goal is to enhance service delivery, making it more inclusive, affordable, reliable, and accessible. This project aims to establish institutional mechanisms and enhance accountability to accelerate SDG progress in Bangladesh.
The project comprises three key components:
- Institutionalizing Public Service Innovation and Enhancing Accountability
- Facilitating Digital Financial Services and Fintech Innovations
- Incubating Private Sector-driven Public Service Innovation
Funded by the Government of Bangladesh and UNDP, the a2i project is implemented by the ICT Division and Cabinet Division.
Duties and Responsibilities
Under the direct supervision of the HR Officer, the incumbent will undertake the following tasks:
Support in Human Resources Management
- Ensure full compliance with HR processes and records, adhering to UNDP and GoB regulations, policies, and strategies.
- Assist in the recruitment process for GoB and UNDP hires.
- Coordinate candidate invitations for written tests and interviews.
- Aid in staff onboarding and offboarding processes.
- Manage personnel records efficiently.
- Assist in day-to-day HR operations.
Support in Human Resources and Organizational Development
- Conduct training needs assessments.
- Implement learning and development programs.
- Facilitate online and offline knowledge-sharing sessions in collaboration with national and international institutions.
Support in Performance Management
- Ensure effective and regular performance management.
- Implement performance improvement plans (PIP) to enhance organizational effectiveness.
- Develop the capacity of supervisors and supervisees in implementing feedback mechanisms.
Support in Administrative Activities
- Coordinate third-party contract management.
- Provide logistical support for new staff (e.g., ID cards, laptops).
- Organize orientation sessions for new staff.
- Arrange travel accommodations.
The incumbent will also perform other duties within their functional profile as necessary for the efficient functioning of the office and the organization.
Institutional Arrangement
Under the direct supervision of the HR Officer of a2i, the incumbent will perform the mentioned activities. The HR Officer will evaluate the service of the HR & Admin Assistant, who will be responsible for supporting human resource and administrative activities. The role focuses on providing comprehensive support in personnel management and contributing to human resources and organizational development. Additionally, the incumbent will support logistical and knowledge-sharing activities for the staff.

Required Skills and Experience
Education:
- Secondary education is required.
- A university degree in Business, Public Administration, or Human Resources is desirable but not mandatory.
- UNDP HR Certification is an added advantage.
- Relevant HR and/or administrative experience (5 years with secondary education or 2 years with a Bachelor’s degree) at the national or international level is required.
Experience:
- At least 2 years of relevant experience in national and international organizations.
- Experience in recruitment and performance management systems.
- Excellent oral and written communication skills.
- Proficiency in computer and office software packages.
- Experience in working with government or international development agencies is desirable.
- Experience in Human Resources Information Systems (HRIS) is an advantage.
- Sound experience in maintaining organized filing systems.
- Experience in employee engagement initiatives.
- Fluency in written and spoken English and Bangla is required.
