Role Overview
Reporting directly to the Chief of Human Resources, the Human Resources Officer will be an integral part of the Human Resources Management Section within the Division of Administration at ESCAP. The incumbent will be responsible for developing and implementing human resources policies, practices, and procedures to meet the evolving needs of the organization. This includes serving as a focal point for the UN Financial Disclosure Programme, handling delegation of authority processes, and ensuring compliance with reporting requirements.

Responsibilities
The Human Resources Officer will have a diverse range of responsibilities, including:
- Policy Development and Implementation: Develop and implement new human resources policies, practices, and procedures to address organizational needs. Monitor and ensure the implementation of existing policies, keeping abreast of developments in various areas of human resources.
- Conduct and Discipline Management: Advise and counsel staff on rights, responsibilities, and code of conduct. Serve as the focal point for conduct and discipline matters, providing guidance to management and staff on conflict prevention and resolution. Monitor staff welfare and propose appropriate programs and remedial action.
- Administrative Law and Management of Underperformance: Act on disciplinary matters in accordance with established policies and procedures. Mediate conflict, grievance, and harassment cases, ensuring a victim-centered approach and compliance with reporting requirements. Provide performance management advice and support to staff and management.
- Policy Support: Advise senior management on the development, modification, and implementation of United Nations policies and practices on entitlements. Provide legal advice on the interpretation and application of policies, regulations, and rules. Represent the office in joint bodies and working groups related to salaries and other conditions of service.
- Other Duties: Recommend guidelines on promotion and placement of staff. Provide advice on mobility and career development to staff at all levels. Participate in task forces and working groups, identify issues, formulate policies and guidelines, and establish new procedures. Supervise and monitor the work of junior human resources officers and deputize for the Chief of Human Resources when required.

Qualifications and Experience
To qualify for the role of Human Resources Officer, candidates should meet the following requirements:
- Education: Hold an advanced university degree (Master’s degree or equivalent) in human resources management, business/public administration, social sciences, law, education, or a related field. A relevant first-level university degree combined with additional qualifying experience may be accepted.
- Experience: Have a minimum of seven years of progressively responsible experience in human resources management, law, or related areas. At least two years of experience in human resources management or administration in an international organization similar to the United Nations Common System is desirable.
- Language Skills: Fluency in written and spoken English is essential, with proficiency in another UN official language considered advantageous.
