Program Structure and Organizational Details

YPP positions, graded at P1, entail a two-year contract, inviting external applications. The application deadline is January 3, 2024, by midnight Geneva time. The program offers a unique opportunity to work across various ITU entities, including: ITU Young Professional Programme

The General Secretariat: This central unit manages administrative, human, and financial resources, implements operational regulations, and provides legal counsel to the entire Union. It coordinates the implementation of the Strategic Plan, engages in inter-sectoral coordination, and offers logistical and information technology support. ITU Young Professional Programme

The Telecommunication Development Bureau (BDT): BDT is responsible for coordinating work related to ICT-focused development policies, strategies, and programs, aiming to promote digital inclusion and drive digital transformation. It is divided into functional areas such as Field Operations Coordination and Digital Networks & Society.

The Radiocommunication Bureau (BR): BR manages the Radio Regulations, provides technical and administrative support for major ITU conferences, and assists in resolving issues related to frequency spectrum and orbit requirements. It supports the work of Radiocommunication Study Groups and the development of recommendations for spectrum utilization and radio system characteristics.

The Telecommunication Standardization Bureau (TSB): TSB focuses on telecommunication standardization by supporting groups that study technical, operating, and tariff questions. It facilitates the adoption of recommendations to standardize telecommunications and information technology on a global scale.

YPP – Fostering ICT Excellence

The ITU Young Professional Programme aims to bring young experts, particularly from underrepresented countries with an emphasis on developing countries, least developed countries (LDCs), landlocked developing countries (LLDCs), and small island developing states (SIDS). This two-year rotational program provides an opportunity to contribute to bridging the digital divide and harnessing technology for societal benefit.

Key program features include on-the-job learning, professional development, research and innovation opportunities, mentoring, and a global network. Participants will gain practical experience and understanding of technology, regulatory issues, and policy implementation. They will be actively involved in addressing digital divides and harnessing technology for societal progress.

Candidate Eligibility and Requirements

Requirements for candidates include nationality from ITU Member States, with priority given to individuals from developing countries, LDCs, LLDCs, and SIDS. The program mandates a commitment to a 24-month assignment and an age limit of 30 years at the time of application.

Competency Expectations

ITU is seeking candidates with core competencies in applying expertise, effective communication, learning and knowledge sharing, organizational commitment, results-focused orientation, and teamwork and collaboration. Functional competencies entail innovation and facilitating change, as well as networking and building partnerships. Technical competencies encompass strong analytical, research, organizational skills, and effective communication and interpersonal abilities.

Qualifications and Language Proficiency

Candidates are expected to hold a university degree in a related field or possess equivalent education from a reputable college of advanced education. While one year of relevant experience is preferred, higher university degrees may be considered as a substitute. Proficiency in English at an advanced level is mandatory, and knowledge of another official language of the Union (Arabic, Chinese, French, Russian, or Spanish) is an advantage.

Attractive Remuneration and Benefits

The YPP offers a competitive remuneration package, including a net annual salary in US dollars and a post adjustment (PA) reflecting the cost of living allowance. The PA is subject to change based on UN Common System rates. Additional allowances and benefits are provided under specific terms of appointment.

Support and Acknowledgments

ITU extends gratitude to the Administrations of Japan and Saint Vincent and the Grenadines for supporting the ITU-YPP. The organization actively seeks voluntary and in-kind contributions to bolster the program, emphasizing its commitment to fostering young talent in the ICT field.
