Background & Job Description

The World Health Organization (WHO) Somalia Country Office seeks an M&E International Consultant to enhance the Monitoring & Evaluation (M&E) framework and systems within the Program Management Unit (PMU) and the WHO Country Office (WCO). This role is critical for strengthening program monitoring, evaluating impact, and leveraging data for strategic decision-making.

Location: Mogadishu, Somalia, with potential travel to other states as required.
Contract Type: External Consultant (6 months, full-time)
Remuneration: USD 7,000 per month (Band B)

Tasks & Deliverables

1. Comprehensive Assessment of the Existing M&E System

• Conduct a desk review of WHO Somalia’s current M&E system, including tools, indicators, data collection, and reporting mechanisms.
• Engage with technical units to identify strengths, weaknesses, and opportunities for improvement.
• Prepare an assessment report outlining key findings.

2. Design & Implementation of an Effective M&E System

• Conduct a gap analysis and stakeholder consultations.
• Develop a Results-Based Management (RBM) framework, ensuring alignment with WHO’s strategic objectives.
• Create a Monitoring & Evaluation Plan, including:
  • Theory of Change (ToC) and logical framework.
  • Indicator matrix with data collection and analysis guidelines.
  • Reporting formats, frequency, and target audiences.
  • Integration plan to align M&E activities across country office initiatives.

3. Implementation & Capacity Building

• Conduct training workshops for WHO staff and partners on data collection, management, and reporting.
• Pilot-test the new M&E system in selected programs.
• Regularly monitor program progress, ensuring data quality and adherence to M&E protocols.
• Analyze data and generate periodic reports with key insights and recommendations.

4. Evaluation & Continuous Improvement

• Conduct monthly evaluations of the M&E system to assess effectiveness.
• Use findings to refine M&E strategies and address gaps.
• Document the M&E framework, data collection tools, and reporting templates to ensure sustainability.

5. Final Report Submission

• Prepare a comprehensive final report summarizing key findings, recommendations, and lessons learned.

Qualifications & Experience

Educational Background

• Essential: Master’s degree or higher in public health, international development, statistics, monitoring & evaluation, or social sciences.
• Desirable: Additional qualifications in data analytics or program evaluation are an advantage.

Professional Experience

• 7-10 years of professional experience in M&E system design and implementation.
• Strong expertise in Results-Based Management (RBM).
• Proven track record in qualitative & quantitative data analysis.
• Experience in training and capacity building for M&E teams.
• Prior experience working in complex, insecure environments, preferably in fragile states.

Skills & Competencies

• Strong knowledge of M&E frameworks, data collection methodologies, and analysis tools.
• Excellent stakeholder engagement and interpersonal communication skills.
• High-level report writing and presentation skills.
• Expert proficiency in English.
