Organizational Setting and Reporting

This position is situated within the System-wide Approaches and Practices Section (SWAPS), part of the Assessment, Planning and Monitoring Branch (APMB) within the Coordination Division (CD) of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) in Geneva. OCHA coordinates humanitarian actors to ensure a cohesive response to emergencies, fostering a framework for effective contributions. Its mission includes mobilizing and coordinating humanitarian action globally, advocating for the rights of affected populations, promoting preparedness and prevention, and facilitating sustainable solutions.

The Programme Management Assistant reports directly to the Manager of System-wide Approaches and Practices Section (SWAPS), APMB, Coordination Division in Geneva.

Under delegated authority, the Programme Management Assistant will undertake the following duties:

  • Assist in coordinating programme/project planning and preparation activities, particularly for medium-sized and complex components of departmental initiatives.
  • Monitor programme/project proposals, ensuring timely submission of necessary documentation for review and approval.
  • Compile, summarize, and present basic information and data on specific programmes/projects and related topics.
  • Review project documents, especially cost plans and budgets using UMOJA, ensuring compliance with relevant regulations prior to final approval.
  • Serve as administrative focal point for programme/project implementation, liaising extensively across organizational units to initiate requests, secure clearances, and process administrative actions.
  • Compile and enter data on project delivery, prepare related status reports identifying delivery shortfalls, budget overruns, and other issues for management review.
  • Draft correspondence on budget-related matters, prepare periodic reports and briefing notes on Section finance, HR activities, and staffing vacancies.
  • Provide general office support, respond to complex inquiries, review and route incoming correspondence, maintain files/records, organize meetings/workshops, and handle routine administrative tasks.
  • Provide guidance and training to new/junior staff as required.
  • Perform other duties as assigned.

High school diploma or equivalent is required.

Work Experience

A minimum of five (5) years of experience in programme or project administration, technical cooperation, or related areas is required. Candidates with a first-level university degree or higher may qualify with three (3) years of relevant experience. Experience with Enterprise Resource Planning (ERP) systems like UMOJA and talent management platforms such as Inspira is essential. Familiarity with budget preparation, monitoring, and reporting within the UN Common System or similar international organizations is desirable.


Fluency in English (both oral and written) is required. Knowledge of another official United Nations language is desirable.
