Immediate Hiring: Project Procurement Specialist for UNDP

Since the full-scale military aggression by Russian forces in February 2022, Ukraine has been facing unprecedented threats to human security. Thousands of women, men, and children have lost their lives, infrastructures have been destroyed, and millions of people have been forced to leave their homes. To maximize positive results for transformational recovery, the UNDP Country Office (CO) in Ukraine has been implementing multi-sectoral projects and programmes focusing on six priority thematic areas: infrastructure restoration, mine action & victim assistance, debris removal and recycling, economic revitalization, government recovery coordination, and access to justice and human rights.
The increased volume of procurement of equipment necessitates the hiring of an international Project Procurement Specialist to ensure smooth and urgent procurement for the CO project activities under various programmes.
Duties and Responsibilities
The Project Procurement Specialist will support UNDP Ukraine projects under the Energy Environment Portfolio to manage, implement, and oversee key procurement processes for immediate crisis response and recovery activities. The Specialist will work under the supervision of the Project Manager-Human Security & Multidimensional Crisis and collaborate with operations, programme, and projects’ staff in CO to resolve complex procurement-related issues and information exchange.
Key Responsibilities:
- Streamline Procurement Processes:
- Enhance process efficiency while ensuring compliance with UNDP guidelines and CO Procurement SOPs.
- Procurement Planning:
- Develop detailed procurement plans for project activities.
- Regulatory Compliance:
- Advise and support Programme Units in applying procurement regulations correctly; provide training for proper project implementation.
- Transparency and Accountability:
- Strengthen transparency and accountability in procurement processes and management.
- Documentation and Contracts:
- Prepare and manage RFIs, EOIs, RFPs, ITBs, RFQs, and contracts following procurement schedules.
- Market Analysis:
- Analyze procurement process results for value for money, quality, price, and delivery times.
- Technical Documentation:
- Review technical documents, BoQs, and participate in bid evaluation processes.
- Tender Procedures:
- Guide Programme/Project Teams on tender procedures and conduct pre-bid meetings.
- Contract Approvals:
- Prepare documentation for review and approval by relevant committees (CAP, RACP, ACP).
- Other Duties:
- Perform other tasks as necessary for efficient office and organizational functioning.

Required Skills and Experience
Education:
- Master’s degree in Business Administration, Public Administration, Finance, Economics, or related field is required.
- Bachelor’s degree in the same fields with additional 2 years of qualifying experience will be considered in lieu of Master’s degree.
- CIPS level 4 certification is required (to be obtained within one year if not available at the time of recruitment).
Experience:
- Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant experience in procurement management at the national or international level.
- Proven experience in managing high-value procurement processes is an asset.
- Experience in the usage of ERP Systems and office software packages (MS Word, Excel).
- Experience managing construction/civil-works procurement processes and e-sourcing platforms is an asset.
- Experience in making submissions to contract review committees (CAP/RACP/ACP) is an advantage.
- Knowledge of the Quantum system or other automated purchasing systems is an asset.
Languages:
- Fluency in English is required.
Desired Skills:
- Experience in procurement for crisis response/emergency assistance.
- Previous experience with a multilateral or international organization, notably with UNDP, is highly desirable.
