Homebased Gender and Human Rights Officer (Part-time 50%) – UNDP

Background & Job Description

The United Nations Development Programme (UNDP) works closely with the Government of Indonesia to advance the 2030 Agenda for Sustainable Development. As part of its 2021-2025 Country Program, UNDP implements the Health Governance Initiative Program (HEART) to enhance universal health coverage and ensure inclusive, gender-responsive health services.

The Gender and Human Rights Officer will support the HEART Program by integrating gender and human rights perspectives into health initiatives. The role involves developing gender mainstreaming strategies, providing technical assistance, strengthening advocacy efforts, and ensuring compliance with the UNDP Gender Seal Certification.

This is a part-time (50%) role, home-based in Jakarta Pusat, Indonesia, under a six-month National Personnel Service Agreement (NPSA-9 grade).

Tasks

The Gender and Human Rights Officer will be responsible for:

1. Gender and Human Rights Advisory Support

  • Provide technical assistance on human rights and gender integration in health-related programs.
  • Develop training materials, virtual learning modules, and e-learning platforms on gender equality and human rights.
  • Strengthen community participation by advocating for gender-responsive public services and reducing stigma against key populations and people living with HIV (PLHIV).
  • Work with Global Fund Principal Recipients to enhance Community System Strengthening in Human Rights (CSS-HR) initiatives.
  • Monitor the utilization of national feedback mechanisms like SP4N-LAPOR to track human rights violations and gender-related discrimination.

2. Gender Mainstreaming & Program Development

  • Integrate gender perspectives into UNDP’s health programs, policies, and projects.
  • Develop and implement the Gender Equality and Social Inclusion (GESI) strategy for the HEART Program.
  • Ensure that gender-sensitive indicators, monitoring frameworks, and budgeting mechanisms are embedded in all projects.
  • Collaborate with UNDP’s gender task force, project managers, and international stakeholders to ensure GEN 3 compliance.

3. Capacity Building & Training

  • Organize workshops, training sessions, and capacity-building programs on gender equality and human rights.
  • Conduct gender analysis, gender screening, and impact assessments for project proposals and annual work plans.
  • Lead trainings on preventing sexual harassment, exploitation, and abuse, following UNDP global guidelines.

4. Monitoring, Evaluation & Reporting

  • Develop gender-sensitive monitoring tools and impact assessment frameworks.
  • Track gender-related indicators and prepare periodic results-based reports on program outcomes.
  • Ensure that all gender and human rights initiatives comply with UNDP’s Social and Environmental Standards.

Qualifications

Education & Certification

  • Master’s degree in Gender Studies, Social Sciences, Development Studies, Psychology, or a related field with at least two years of experience.
  • OR Bachelor’s degree in the above fields with at least four years of experience.

Experience

  • Proven experience (minimum 2 years with a Master’s or 4 years with a Bachelor’s) in gender equality, human rights advocacy, and program implementation.
  • Experience in gender-sensitive policy development, program monitoring, and research.
  • Previous experience in public health, HIV/AIDS programs, or community engagement is highly desirable.
  • Familiarity with UN agencies, multilateral organizations, and international development frameworks.

Language Skills

  • Fluency in English and Bahasa Indonesia (spoken and written) is required.
