Organizational Unit and Background Information

The International Telecommunication Union (ITU), as the leading United Nations agency for Information and Communication Technologies (ICTs), plays a pivotal role in fostering global connectivity. ITU manages critical resources such as the radio-frequency spectrum and satellite orbits at the international level. Its mandate includes improving communication infrastructure, especially in developing regions, and setting global standards to facilitate seamless interconnection of diverse communication systems worldwide.

The Telecommunication Development Bureau (BDT) within ITU is tasked with organizing and coordinating the activities of the Telecommunication Development Sector. BDT focuses on developing policies, strategies, programming, and projects aimed at enabling universal access to affordable, high-quality telecommunications and ICTs. Moreover, BDT is committed to fostering the equitable and inclusive use of these technologies to empower individuals and societies for sustainable development. Generation Connect Initiative

ITU’s Generation Connect Initiative represents a cornerstone of its Youth Strategy. This initiative aims to empower global youth by engaging them as equal partners alongside current digital leaders in shaping a connected future. Generation Connect provides young people with the skills, opportunities, and platforms necessary to advance their vision of a digital world that is inclusive, innovative, and sustainable.

The Generation Connect – Africa Youth Envoys (GC-AFR) is a vital component of this initiative, specifically tailored to the African continent. It serves as a participative platform where African youth can actively contribute to ITU’s and the African Telecommunication Union’s (ATU) efforts in digital transformation. Through GC-AFR, young Africans engage in discussions, share perspectives, voice concerns, and explore opportunities related to digital technologies. This collaborative approach ensures that the voices and aspirations of African youth are integrated into the development and implementation of ICT policies and programs across the region.

Terms of Reference

The Regional Youth Engagement Consultant will operate under the direction of the Regional Youth Focal Point and the guidance of the Regional Director for the Africa Region. The consultant’s primary responsibilities include:

  1. Organizational Support: Providing comprehensive support to the Regional Youth Focal Point in coordinating and facilitating the activities of GC-AFR.
  2. Coordination of GC-AFR: Facilitating the coordination and engagement of Generation Connect Youth Envoys for the Africa Region (GCYE-AFR), ensuring their active involvement in ITU events, initiatives, and activities.
  3. Youth Engagement Plan: Developing a detailed annual youth engagement plan (July 2024 – June 2025) for GCYE-AFR. This plan will outline specific goals, target audiences, key messaging, and tactical approaches to effectively engage and empower young Africans in ITU’s initiatives.
  4. Digital Content Creation: Creating compelling digital content tailored to resonate with the GCYE-AFR audience. This includes developing a content calendar featuring engaging themes, relevant topics, and diverse formats such as videos, infographics, and articles.
  5. Social Media Management: Managing online social media communities for GCYE-AFR to foster a safe, inclusive, and vibrant environment conducive to open communication, dialogue, and collaboration among youth.
  6. Partnership Development: Establishing and nurturing partnerships with relevant stakeholders, organizations, influencers, and youth networks to expand GC-AFR’s reach and amplify its impact across the African continent.
  7. Documentation and Reporting: Preparing briefing documents, research reports, and communications materials for ITU meetings, GC-AFR activities, and the Digital Inclusion department.
  8. Event Coordination: Assisting in the organization and coordination of internal and external meetings, workshops, and conferences for GCYE-AFR. This includes drafting concept notes, scheduling meetings, preparing meeting summaries, and following up on action points.
  9. Monitoring and Evaluation: Contributing to the monitoring and evaluation of GCYE-AFR activities, documenting achievements, identifying challenges, and recommending strategies for continuous improvement and impact enhancement.

Concrete Deliverables

To effectively fulfill these responsibilities, the consultant will be expected to deliver the following concrete outputs:

  1. Comprehensive Annual Youth Engagement Plan: A detailed plan outlining monthly activities, milestones, and strategies to engage and empower GCYE-AFR in ITU’s initiatives throughout the contractual period (July 2024 – June 2025).
  2. Monthly Progress Reports: Regular reports documenting the progress, achievements, challenges, and recommendations related to GCYE-AFR activities and engagements.
  3. Digital Content Calendar: A well-planned content calendar featuring captivating digital content that addresses relevant themes and topics, resonates with the interests of GCYE-AFR, and enhances their engagement with ITU’s initiatives.
  4. Meeting Documentation: Agendas, meeting minutes, summaries, and briefing documents for internal and external meetings, workshops, and conferences attended by GCYE-AFR.
  5. Social Media Management: Effective management of online social media communities for GCYE-AFR, ensuring active engagement, moderation, and promotion of safe and inclusive interactions among youth participants.
  6. GCYE-AFR Profiles and Projects: Profiles and promotional materials highlighting the achievements, activities, and impact of GCYE-AFR posted on the GC-AFR website and other relevant platforms.
  7. Communication Materials: Development and dissemination of communications and promotional materials tailored to promote GCYE-AFR activities, initiatives, and engagements.
  8. Event Coordination Support: Support in organizing and coordinating youth-focused events, meetings, and workshops, including logistical arrangements, participant communications, and follow-up activities.
  9. Calendar of Events: Up-to-date calendar outlining planned events, activities, and milestones for GCYE-AFR throughout the contractual period.


Technical Competencies:

  • Communication Skills: Excellent verbal and written communication skills, with the ability to effectively engage and interact with diverse stakeholders, including youth, partners, and senior officials.
  • Technical Proficiency: Proficiency in Microsoft Office applications (Word, PowerPoint, Excel, Outlook) for document preparation, presentation development, data analysis, and communication.
  • Organizational Skills: Strong organizational and collaborative skills, with the ability to prioritize tasks, manage multiple responsibilities, and meet tight deadlines in a dynamic and fast-paced environment.
  • Public Speaking and Event Management: Experience or skills in public speaking, event management, and facilitation of youth-focused activities, workshops, and conferences.
  • Problem-Solving and Diplomacy: Strong problem-solving skills, diplomatic approach, and ability to navigate challenges while maintaining a positive and proactive attitude.
  • Flexibility and Adaptability: Dynamic, flexible, and international-minded approach, with the ability to adapt to changing circumstances and work effectively as part of a multicultural team.
  • Service Orientation: Positive, service-minded attitude, with a commitment to delivering high-quality results and supporting the needs of youth participants and stakeholders.

Qualifications Required

  • Education: University degree in social sciences, Business Management, Leadership, Communication, Entrepreneurship, or related fields.
  • Experience: Minimum 1 year of professional experience in meaningful youth engagement, project coordination, communications, or related fields.
  • Languages: Advanced level of proficiency in English. Proficiency in other UN official languages, particularly French, is considered an asset.

Remuneration Information

  • Daily Rate: $150 USD, up to 10 working days per month, commensurate with qualifications and experience.
