The United Nations Office for Project Services (UNOPS) plays a pivotal role in facilitating partnerships and driving sustainable development initiatives worldwide. As part of the Austria Multi-Country Office (AUMCO) within the UNOPS Europe and Central Asia Region (ECR), the Partnerships Specialist (Programme Development) will be instrumental in fostering strategic alliances and advancing initiatives that contribute to the achievement of Agenda 2030 and the Paris Agreement. Role Overview

The Partnerships Specialist (Programme Development) will work under the overall guidance of the Multi-Country Director and report directly to the Head of Programme. The incumbent will be responsible for facilitating partnerships and supporting the development of new projects, programmes, and initiatives across the Balkans, South Caucasus, and Central Asia regions. This role requires a proactive and strategic approach to engagement with partners, as well as strong project management skills to operationalize initiatives effectively.

Responsibilities

The key responsibilities of the Partnerships Specialist include:

  1. Partnership Development: Cultivating strategic partnerships with a range of stakeholders, including governments, donors, NGOs, and private sector entities, to support the implementation of UNOPS projects and programmes.
  2. Programme Development: Collaborating with internal and external partners to identify opportunities for new projects and initiatives aligned with UNOPS’s strategic priorities and the development agendas of target countries.
  3. Project Operationalization: Supporting the development of project proposals, including the preparation of concept notes, budgets, and work plans, and facilitating the smooth operationalization of approved projects.
  4. Country Expansion: Assisting in the expansion of UNOPS operations into new countries or regions by conducting research, engaging with potential partners, and providing input into strategic decision-making processes.
  5. Capacity Building: Providing guidance and support to project teams and partners on partnership development, project management best practices, and donor engagement strategies.

Qualifications and Experience

To qualify for this role, candidates should have:

  1. Education: A Master’s degree preferably in Business Administration, International Relations, Development Studies, or a related field.
  2. Experience: At least five years of relevant experience in partnership development, programme management, or related areas, preferably with experience working in international organizations or NGOs.
  3. Language Skills: Proficiency in English is required, with knowledge of other UN languages considered an asset.

  4. Communication: Clear and concise communication skills, both written and verbal, with the ability to convey complex ideas and concepts to a diverse audience.

Contract Details

This position is offered on an International Individual Contractor Agreement (IICA) basis, with a duration of several contracts. The level is I-ICA 2 (ICS 10), and the contract type is retainer/short/long term.
