Org. Setting and Reporting

This position is within the Policy Branch (PB) of the Coordination Division at the Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA mobilizes and coordinates humanitarian action globally, ensuring a coherent response to emergencies. The incumbent reports to the Branch Chief.

Responsibilities

Under delegated authority, the Humanitarian Affairs Officer/Research Manager will:

  • Policy Advice:
    • Serve as a senior policy officer, advising on overall policy direction and reviewing diverse policy issues related to humanitarian principles and effective delivery of humanitarian assistance.
    • Prepare policy position papers for review.
  • Monitoring and Analysis:
    • Monitor, analyze, and report on humanitarian developments, disaster relief/management programs, or emergency situations.
    • Develop and maintain a “watch list” of countries with potential for humanitarian crisis.
  • Project Coordination:
    • Lead or participate in large, complex projects, including disaster assessment or other missions.
    • Coordinate international humanitarian/emergency assistance for complex emergency/disaster situations.
  • Advocacy and Assistance:
    • Assist in producing appeals for international assistance.
    • Ensure proper use and spending of donor contributions channeled through OCHA.
  • Capacity Building and Technical Cooperation:
    • Assist member states in capacity-building for handling emergency situations.
    • Formulate project proposals and relevant documents for technical cooperation and assistance projects in disaster response and preparedness.
  • Reporting and Communication:
    • Organize and prepare studies on humanitarian, emergency relief, and related issues.
    • Provide support and information to relevant entities on specific issues.
  • Partnerships and Coordination:
    • Establish and maintain contacts with government officials, UN agencies, NGOs, diplomatic missions, media, etc.
    • Facilitate collaboration and exchange of information both within and outside the UN system.
  • Budget and Work Program:
    • Participate in planning and preparation of unit budget and work program.
  • Leadership and Mentoring:
    • Provide leadership and work direction to assigned work team.
    • Mentor and supervise the work of new/junior officers.
  • Other Duties:
    • Perform other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences, or a related field.

Work Experience

  • Minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related area.
  • Experience in analyzing and drafting humanitarian policy and reports.
  • Experience in advocacy, communications, consultation, and/or coordination at inter-agency/intergovernmental levels.
  • Experience in program and budget planning and reporting for international organizations is desirable.
  • Minimum of three (3) years of international field experience in aid operations in the last seven (7) years is desirable.
  • Experience working across humanitarian, development, and peace sectors is desirable.

Languages

  • Fluency in English is required.
  • Knowledge of another UN official language is desirable.
