The United Nations Framework Convention on Climate Change (UNFCCC) is hiring an Entry-Level Human Resources Assistant (G-4) to join its Human Resources Subdivision in Bonn, Germany. This position plays a vital role in workforce planning, staff development, and talent acquisition to support the UNFCCC’s mission of addressing climate change.
The selected candidate will provide administrative support in learning and development, performance management, and well-being programs within the Secretariat.

Tasks
1. Learning & Development, Performance Management, and Well-Being Support:
- Assist in planning and managing HR-related programs.
- Coordinate with finance, procurement, and vendors to facilitate learning activities.
- Process hiring for consultants, trainers, and service providers.
- Provide guidance on learning and performance policies.
- Track completion rates of training programs and performance appraisals (PAS).
- Organize sessions with staff counselors and HR professionals.
2. Secretariat’s Learning and Development Coordination:
- Support needs assessments and training strategies.
- Assist in market research for training vendors.
- Maintain and update learning opportunities in the Learning Management System (LMS).
- Coordinate central learning activities across divisions.
- Manage registrations, attendance, and certification for training sessions.
3. Learning Management & Performance Appraisal System Administration:
- Maintain and update user accounts for new staff.
- Generate reports on training progress and performance reviews.
- Assist in setting up the annual online performance appraisal cycle.
- Provide technical support for HR systems and platforms.
4. Additional Responsibilities:
- Offer back-up support to other HR team members when needed.

Qualifications
Education & Certification
- Completed secondary education (high school diploma or equivalent).
- A Bachelor’s degree in Human Resources, Business Administration, or a related field reduces the required work experience.
Experience
- 3+ years of relevant experience in HR, learning & development, or administrative support.
- Experience in an international organization is preferred.
Language Skills
- Fluent English (spoken and written).
- German proficiency is an asset.
Technical Skills
- Proficiency in Microsoft Office Suite and HR information systems.
Additional Information
- Recruitment is local, and applicants must have EU citizenship or a valid work permit for Germany.
- Travel and relocation costs are not covered by UNFCCC.
