Job Purpose
As the Policy Advocacy and Communications Manager for Oxfam Pilipinas, you will play a crucial role in strengthening Oxfam’s impact within the Philippines. You will provide strategic leadership on feminist influencing and communications, overseeing advocacy, campaigns, research, and communications activities. Additionally, you will support program and technical teams in delivering Oxfam’s added value to its partnerships, including providing technical expertise, capacity development, and access to information. You will also manage personnel working in policy advocacy, public engagement, campaigns, and information management.

Key Responsibilities
- Influencing through Policy Advocacy and Communications:
- Provide strategic leadership for policy advocacy and communications activities, ensuring alignment with Oxfam’s strategic partnership model and country strategy.
- Lead and coordinate the Policy Advocacy and Communications (PAC) Team to maximize Oxfam Pilipinas’s impact through public-facing campaigns and smart objectives.
- Develop and update the organization’s Influencing Strategy, monitoring major external trends and providing regular updates on relevant issues for internal and partner consumption.
- Work collaboratively with technical advisors to develop policy positions on inequality, poverty, and vulnerability issues, ensuring a comprehensive understanding of key thematic areas.
- Support the production of high-quality policy research and coordinate external research studies as needed, contributing to the development of regional and global briefing papers.
- Delivery of Value Add with Oxfam Partners:
- Engage in high-level lobbying and represent the country program at critical policy and research forums, strengthening relationships with key policy think tanks and academic institutions.
- Strengthen the capacity of technical advisors and the Programs and Partnerships team in policy analysis skills and methodologies, employing various platforms for capacity development.
- Collaborate with national, regional, and global campaigns teams to contribute to campaign objectives by providing evidence from the Philippines through implementing partners.
- People Management:
- Provide management oversight to staff members, including Senior Officers on Social Media and Digital Influencing, Information and Communications, and a roster of consultants and staff.
- Support the capacity development of line reports, ensuring they are empowered to integrate gender meaningfully into their work and are supported through regular performance reviews and mentorship.
Skills, Experience, and Attributes
- Essential:
- Bachelor’s degree in a relevant subject, with a minimum of 8 years’ experience in policy advocacy and campaigning.
- Demonstrated commitment to women’s rights and gender equity, with sound knowledge of international human rights standards.
- Strong interpersonal skills and the ability to work effectively in multicultural settings.
- Proven experience in lobbying, monitoring and evaluation, and capacity development.
- Fluency in written and spoken English and Filipino.
- Desirable:
- Master’s degree in a relevant subject.
- Previous experience working with private sector actors.
