Org. Setting and Reporting:

The Assistant Administrative and Programme Management Officer position is situated within the Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya. ROEA operates under the Division for Operations (DO) of UNODC. The incumbent will report to the UNODC Representative of ROEA, the Crime Prevention and Criminal Justice Officer (Head of the Crime Prevention and Criminal Justice (CPCJ) Programme) in ROEA, and the Programme Officer for the project.

Responsibilities:

The Assistant Administrative and Programme Management Officer will be entrusted with a range of responsibilities aimed at supporting the effective implementation of the Alternative to Imprisonment Project in Kenya. These responsibilities include:

  • End Beneficiary/Implementing Partner (IP) Management: Coordinating the creation and maintenance of IP Business Partners details, facilitating negotiation terms and conditions with selected Implementing Partners/End Beneficiaries, and overseeing the recording and approval of funds certification as part of the Grantor Management process.
  • Human Resources Management: Assisting in human resources-related activities, such as recruitment, placement, performance management, and engagement of non-staff personnel.
  • Research and Analysis: Providing assistance in survey initiatives, data collection, analysis, and interpretation, as well as contributing to the preparation of various written outputs, such as draft background papers, analytical notes, sections of reports, and studies.
  • Administrative Support: Offering administrative and substantive support to meetings, conferences, outreach activities, field missions, and budgeting activities, among other duties.

Education:

Candidates must hold an advanced university degree (Master’s degree or equivalent) in business or public administration, finance, law, management sciences, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

A minimum of two years of progressively responsible professional experience is required for this position. This experience should include relevant work in managing programme/project activities in crime prevention, criminal justice, or drug control. Candidates with experience in working with Enterprise Resource Planning (ERP) systems, Trust Funds management, EU funded projects, SAP/Umoja, and human resources Oracle-based recruitment systems such as UN Inspira are highly desirable.

Languages:

Fluency in English is essential for this position, while knowledge of Swahili is desirable. Proficiency in another official United Nations language is considered an advantage.

Assessment:

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice:

This is a project post, subject to funding availability. The initial appointment will be for a period of one year, with the possibility of extension based on the availability of funds and the extension of the mandate. Candidates for the National Professional Officer category must be nationals of the country where the position is located.
