The purpose of the consultancy is to provide support for data collection and analysis of the CSS in Mozambique for the years 2019 and 2020. The consultancy will be active from July 15th to September 30th, 2023.
Consultant To Support Data Collections And Data Analysis Of The CSS At World Health Organization
The consultant is expected to assist Mozambique in preparing SHA2011 health accounts (CSS 2019/2020) matrices/tables, including disease distribution and the institutionalization of Health Accounts.
Consultant To Support Data Collections And Data Analysis Of The CSS At World Health Organization
Tasks:
- Coordinate with DPC/DPROS to implement activities according to an agreed calendar.
- Develop an activity plan to collect data from donors, NGOs, insurance, and the government.
- Prepare and facilitate data analysis sessions with MISAU and INE.
- Update information on the HAAPT tool.
- Participate in training and exercises for “mapping” with the support of an AFRO consultant.
Deliverables:
a) Complete all required data collection and upload the data into the HAAPT tool.
b) Support report writing seminars and production of materials for the seminars.
c) Assist in preparing health accounts production or validation meetings and attend them (if organized), providing advice on presenting the results.
d) Submit the final consultancy report to WHO.
e) All data produced belongs to Mozambique/WHO, and the consultant cannot use the accessed information for personal or professional purposes outside of this project.
Qualifications, experience, skills, and languages:
Required qualifications:
- Advanced degree in public health, medicine, sciences, economics, politics, or social sciences.
- Training on conducting Health Accounts using the SHA2011.
Required experience:
- At least 10 years of experience as a PFM and health financing expert, and/or health economist, preferably in African countries.
- Demonstrated experience in analyzing health care financing systems and strengthening their performance.
- Experience in health expenditure tracking and analysis.
- Experience in providing policy advice based on analysis in policy dialogue processes with decision makers in low and middle-income countries.
Skills/Technical skills and knowledge:
- Ability to advise governments on strengthening health financing policy, evidenced by publication track record, presentations, and previous consultancies.
- Good communication and presentation skills.
- Ability to assess complex systems and programs.
- Knowledge of System of Health Accounts (SHA 2011) and Health Accounts Production Tool.
Language requirements:
Fluency in Portuguese and English is required.

Technical Supervision:
The selected consultant will work under the supervision and leadership of MOH/DPC and Georgina Bonet, the Responsible Officer at WHO. Consultant To Support Data Collections And Data Analysis Of The CSS At World Health Organization
Location:
The consultant will work from various places, including the WCO Mozambique office, MISAU (MoH) with coordination from the DPC, and INE offices when requested. Other locations are permissible with approval from the Health Accounts Technical Team.
Travel:
In principle, no travel to provinces is required for this consultancy. However, if requested by the MoH or INE, WHO will cover the related expenses for the consultant, following internal norms and regulations (Information Note 08/2019 provides details on eligibility).

Remuneration and budget:

Professional Remuneration:
The consultant will receive a monthly payment of USD$4,000, covering the mentioned period. The total amount to be paid for the work is $10,000 USD.
