Overview of the Position

This position is based at UNEP’s Regional Office for Europe / Vienna Programme Office, located in Vienna, Austria. As an Associate Programme Management Officer, you will be integral to the implementation, monitoring, and evaluation of initiatives under the Carpathian Convention Programme of Work and the Carpathian Biodiversity Framework. Reporting to the Director of the Europe Office and under the direct supervision of the Head of the Vienna Programme Office – Secretariat of the Carpathian Convention, your role will encompass a diverse range of responsibilities aimed at advancing environmental sustainability and promoting international cooperation in the Carpathian region.

Key Responsibilities

  • Programme Implementation and Monitoring: You will support the implementation of the Carpathian Convention Programme of Work, ensuring alignment with UNEP’s strategic objectives and sustainable development goals. This includes monitoring progress, evaluating outcomes, and identifying areas for improvement to enhance the effectiveness of environmental initiatives.
  • Research and Analysis: Conducting comprehensive research on environmental issues relevant to the Carpathian region, including biodiversity conservation, ecosystem management, and sustainable development. You will gather and analyze data from various sources, contributing valuable insights to inform policy decisions and programme development.
  • Policy Support and Coordination: Providing substantive support in policy coordination activities, including analyzing emerging environmental trends, preparing background papers, and contributing to policy briefs. Your analytical skills will be crucial in assessing the impact of policies and identifying opportunities for enhancing environmental governance frameworks.
  • Conference and Workshop Facilitation: Assisting in the organization and facilitation of intergovernmental conferences, workshops, and seminars related to environmental conservation and sustainable development in the Carpathian region. This includes preparing agenda items, coordinating logistics, and ensuring the smooth conduct of meetings to facilitate constructive dialogue and consensus-building among stakeholders.
  • Report Preparation and Documentation: Contributing to the preparation of various written outputs, such as draft reports, analytical notes, and policy briefs. You will synthesize complex information into clear and concise documents, ensuring accuracy and adherence to UNEP’s standards and guidelines.
  • Outreach and Capacity Building: Engaging in outreach activities to raise awareness of environmental issues in the Carpathian region, participating in the development of training workshops and seminars, and delivering presentations on assigned topics. Your role will involve building partnerships and fostering collaboration with stakeholders to promote environmental sustainability and biodiversity conservation.
  • Data Analysis and Visualization: Utilizing data analytics and visualization techniques to analyze trends, patterns, and insights related to environmental data. You will prepare graphs, charts, and reports to facilitate data-driven decision-making and enhance the effectiveness of environmental programmes and initiatives.
  • Budget and Financial Management: Coordinating activities related to budget funding, including programme/project preparation, progress reporting, and financial statements. You will contribute to the development of work programmes and budget proposals, ensuring compliance with UNEP’s financial regulations and procedures.
  • Field Missions and Support: Participating in field missions to gather substantive and administrative support, collect data, and assess the implementation of environmental projects in the Carpathian region. Your role will involve working closely with local communities and stakeholders to promote inclusive and sustainable development practices.
  • Gender Mainstreaming and Diversity: Demonstrating a commitment to gender equality and diversity by incorporating gender perspectives into all aspects of work. You will ensure the equal participation of women and men in environmental decision-making processes, contributing to UNEP’s efforts to achieve gender balance and inclusivity in its programmes and initiatives.

Education and Qualifications

  • Education: An advanced university degree (Master’s degree or equivalent) in international relations, European studies, political science, environmental management, or a related field is required. A first-level university degree in combination with additional qualifying experience may be accepted in lieu of the advanced degree.
  • Experience: A minimum of two years of progressively responsible experience in project/programme management, administration, or related fields is required. Experience in international affairs, multilateral environmental cooperation, and organizing intergovernmental conferences is highly desirable. Familiarity with Multilateral Environmental Agreements (MEAs) and experience in biodiversity conservation strategies, particularly in the Carpathian region, will be advantageous.
  • Language: Fluency in English (written and spoken) is required. Knowledge of French is desirable.
