Introduction:
Oxfam in Iraq is dedicated to promoting climate justice through a feminist, equal, and conflict-free approach. We believe in advocating for human rights, expanding civic space, and fostering equitable socio-economic transformation. Recognizing the critical role of public awareness in achieving our green vision, we aim to empower individuals and communities to adapt to climate change and mitigate its adverse effects.
This consultancy opportunity seeks to conduct research on climate change knowledge and awareness in Ninewa and Al-Anbar Governorates, followed by the design and implementation of an awareness campaign tailored to the findings.
Background:
Iraq stands among the countries most profoundly affected by climate change, grappling with challenges such as water scarcity, extreme temperatures, and environmental degradation. The nation heavily relies on the Euphrates-Tigris River basin for its water supply, which has faced increasing levels of water stress and degradation in recent years.
This situation has exacerbated water scarcity, impacting not only Iraq but also neighboring countries dependent on the basin’s resources. Climate change-induced drought, desertification, sandstorms, and floods have significantly reduced agricultural yields, exacerbating food insecurity and livelihood challenges.
As the public discourse in Iraq evolves, issues like education, economy, and corruption have garnered increasing attention. Concurrently, there is a growing public interest in climate change and its immediate impacts, particularly water scarcity and sandstorms.
There is a widespread belief among the Iraqi public that governmental and local authorities are striving to improve environmental management and address climate-related crises. To capitalize on this momentum and address pressing climate challenges, Oxfam, with funding from GIZ, is implementing a project in Ninewa and Al-Anbar Governorates aimed at raising public awareness about climate change’s potential effects on local resources and livelihoods.
Assignment:
Objectives:
The primary objective of this consultancy is to conduct comprehensive research on public knowledge and awareness of climate change in Ninewa and Al-Anbar Governorates. Based on the research findings, the consultant will design an effective awareness campaign tailored to the specific needs and concerns of the target communities. The specific objectives include:
- Assessing the level of public awareness, knowledge, concerns, and interests regarding climate change in Ninewa and Al-Anbar Governorates, considering the diversity of community groups within each area.
- Identifying the sources of information on climate change that the public relies on and determining the trustworthiness and reliability of these sources.
- Analyzing the research findings to identify gaps in awareness and understanding of climate change and formulating a comprehensive public campaign strategy to address these gaps effectively.
Key Deliverables:
- Inception Report: The consultant will prepare an Inception Report outlining the objectives, scope, and outputs of the assignment. This report will detail the methodology for achieving the assignment’s objectives, including documentation review, meeting schedules, and the overall plan for the assignment.
- Research Analysis Report: Following the completion of fieldwork, the consultant will prepare a Research Analysis Report presenting a situational analysis of the current awareness, knowledge, concerns, and interests about climate change in the targeted areas of Al-Anbar and Ninewa Governorates. This report will provide valuable insights into the public’s perception of climate change, identifying key knowledge gaps and areas for intervention.
- Comprehensive Awareness Campaign Strategy: Building on the research findings, the consultant will design a comprehensive awareness campaign strategy aimed at improving public awareness, knowledge, and understanding of climate change and water usage in Ninewa and Al-Anbar Governorates. The strategy will include:
- Clear campaign objectives and aims.
- Identification of target groups, audiences, and stakeholders.
- Development of key messages tailored to the specific needs and concerns of the target communities.
- Selection of communication tools and materials, including audio/visual/print content, to effectively convey campaign messages.
- Formulation of an implementation plan outlining the frequency of dissemination, planned coverage, and channels of communication (both online and offline).
- Establishment of an evaluation plan to measure the success and impact of the awareness campaign.
Timeline for Implementation:
The assignment will be executed according to the following timeline:
- Inception Report: Due by 15th March 2024
- Research Analysis: Fieldwork to be conducted within 10 days by 25th March 2024
- Research Analysis Report: Due by 31st March 2024
- Comprehensive Awareness Campaign Strategy: To be developed within 10 days by 10th April 2024
Proposal Requirements:
Interested parties should submit a comprehensive proposal of up to ten pages. The proposal should outline the methodology and analytical approaches that the consultant will employ for acquiring and analyzing data, including the types of data sets to be used and the analysis plan. Additionally, the proposal should include a description of the consultant’s capacities and any relevant experience related to the ToR. Biographies, CVs, diplomas, sample work, and references should be submitted separately.
Education and Experience:
The ideal candidate should possess the following qualifications and experience:
- Advanced degree in Sociology, Environmental Sciences, Public Policy, Communication, Media Studies, Sustainable Development Studies, or a related field. Academic training or a degree combining social studies and climate science/climate change-related matters is highly preferable.
- At least three years of experience in conducting high-quality multidimensional research and analysis, preferably with expertise in climate change and natural resources management.
- Technical knowledge of climate change and natural resources management, particularly in the MENA region.
- Demonstrated capability to collect primary data efficiently in Iraq.
- Proficiency in both English and Arabic.
Selection Process:
The selection process will involve the evaluation of technical criteria (70%) and the financial proposal (30%). Technical criteria include education, experience, and proposal quality. Only candidates scoring at least 70% in the technical evaluation will proceed to the financial proposal evaluation.
Timeframe:
The consultancy will commence on 15th March 2024 and conclude on 10th April 2024, inclusive of the submission of final deliverables. Weekly meetings will be held to discuss findings and the direction of work.
