Call for Proposals: Researchers Programmes – Remote. Equal Measures 2030 (EM2030) is seeking experienced researchers to conduct a global survey on policymakers and policy influencers regarding gender data and the SDG Gender Index. This study aims to assess awareness, usage, and impact, contributing to EM2030’s 2025-2030 strategic plan. Qualified researchers with expertise in gender data, policy analysis, and advocacy impact assessments are invited to apply by April 10, 2025. The total project budget is USD 18,000.

Background & Job Description

Equal Measures 2030 (EM2030) is a global coalition dedicated to advancing gender equality by bridging data and advocacy. To refine its 2025-2030 strategic plan, EM2030 aims to understand how policymakers and policy influencers engage with the SDG Gender Index and other gender data tools.

This research project involves surveying policymakers and influencers at global, regional, and country levels to analyze how gender data informs decision-making, policy development, and advocacy efforts. The findings will enhance EM2030’s outreach strategies and identify opportunities for improving data accessibility and effectiveness.


Tasks & Responsibilities

The researcher(s) will be responsible for:

  • Project Inception & Design
    • Collaborating with the EM2030 Secretariat to finalize project objectives and methodology.
    • Developing a detailed inception report outlining research tools and methodology.
    • Finalizing the target list of policymakers and policy influencers based on stakeholder consultations.
  • Survey Development & Data Collection
    • Designing a survey instrument incorporating standardized and open-ended questions.
    • Providing a multilingual data collection platform.
    • Ensuring a representative sample by effectively circulating the survey.
    • Conducting 8-12 follow-up key informant interviews with select respondents for deeper insights.
  • Data Analysis & Reporting
    • Cleaning and managing survey data.
    • Analyzing responses to determine:
      • Engagement levels with the SDG Gender Index.
      • Impact of gender data on policymaking.
      • Barriers and opportunities for gender data utilization.
    • Compiling insights into a draft summary and final report with strategic recommendations.

Qualifications & Requirements

Ideal candidates should have:

  • Proven experience in survey design, quantitative and qualitative research.
  • Expertise in gender data, advocacy, and policy impact assessments.
  • Strong professional background in global development organizations, NGOs, and policy institutions.
  • Ability to engage high-level policymakers and stakeholders.
  • Excellent writing, synthesis, and strategic thinking skills.
  • Comfort working across diverse regions, languages, and time zones.

The researcher(s) will report to Julisa Tambunan, Deputy Executive Director & Head of Partnerships and Learning, while working closely with:

  • Strategic Communications Team
  • Strategic Planning Team

Compensation & Application Process

  • Budget: USD 18,000 (total project budget for individuals or teams).
