Overview:

UNESCO is soliciting proposals for a Junior Consultant position aimed at supporting the implementation of the UN Decade of Ocean Science for Sustainable Development, spanning from 2021 to 2030. This initiative seeks to reverse the declining health of our oceans and rally global stakeholders behind a unified framework to ensure that ocean science can effectively underpin sustainable development efforts worldwide.

The Intergovernmental Oceanographic Commission (IOC) of UNESCO, mandated by the UN General Assembly, leads the coordination of the Ocean Decade within the framework outlined in the Implementation Plan. The Marine Policy and Regional Coordination Section (IOC/MPR) plays a vital role in linking ocean science with policy-making, fostering partnerships, and developing tools for effective coastal and marine management. The Junior Consultant will be part of the Decade Coordination Unit within IOC/MPR.

Responsibilities:

Under the overall authority of the Head of the Marine Policy and Regional Coordination Section and the direct supervision of the Deputy Coordinator of the Decade Coordination Unit, the Junior Consultant will play a crucial role in supporting UNESCO’s coordination efforts for the UN Decade of Ocean Science for Sustainable Development. Responsibilities include:

  • Supporting and facilitating the coordination of the development and implementation of an Ocean Decade Capacity Development Facility, focusing on addressing capacity development needs in Small Island Developing States (SIDS), Least Developed Countries (LDCs), and among Early Career Ocean Professionals.
  • Assisting in the continuous evolution and implementation of the Monitoring and Evaluation (M&E) Framework of the Ocean Decade to track and report on progress.
  • Contributing to the development of initiatives to engage SIDS partners in the Ocean Decade, including organizing webinars, workshops, and trainings, mapping stakeholders, and supporting partnership development.
  • Assisting in the development of gap analyses, reports, roadmaps, and other documents as needed.
  • Undertaking any other tasks as assigned by the supervisor.

The Associate Communications Officer position at UNHCR in Amman offers a unique opportunity to contribute to the global efforts to address forced displacement and advocate for the rights of refugees. By leveraging communication strategies, forging partnerships, and creating compelling content, the incumbent will play a vital role in leading the narrative on forced displacement and mobilizing action to support refugees worldwide.

The Associate Communications Officer will serve in the External Relations Unit of UNHCR’s country representation in Amman, under the direct supervision of the Senior External Relations Officer. The External Relations Unit provides donor relations and communication products and services, facilitates field visits and meetings, runs the country website, and organizes events and campaigns to promote the refugee cause.

Qualifications and Skills:

  • Advanced university degree (Master’s or equivalent) in science or engineering.
  • Minimum of two years of professional experience in the field of ocean science, with international experience preferred.
  • Good organizational skills and demonstrated project management experience.
  • Excellent verbal and written communication skills, with attention to detail.
  • Familiarity with the UN system and UNESCO preferred.
  • Understanding of challenges facing SIDS partners.
  • Agility and flexibility, with the ability to meet tight deadlines and manage changing priorities.
  • Ability to work effectively in a multi-disciplinary and multi-cultural team.
  • Excellent knowledge of English; knowledge of French is an asset.

Contract Terms:

  • Contract duration: 5 months.
  • Payments will be made in USD or Euros.
  • Travel expenses, if required, will be covered by UNESCO.
  • Insurance coverage provided for work-related incidents.
  • Medical insurance is the responsibility of the individual consultant.

Interested consultants should submit the following documents to m.begmatova@unesco.org by 12 May 2024:

  1. Technical Proposal: Consisting of an up-to-date curriculum vitae (CV) including contact details of three professional references, and an approach/methodology for the assignment (max. 2 pages).
  2. Financial Proposal: Total amount to be charged for the assignment, quoted in USD or Euros, indicating the consultant’s monthly rate and travel costs (if applicable).

Proposals must be in English or French and not exceed 5MB in size.

  • Successful candidates will be selected based on technical merit and best value for money.
  • Only individual consultants are eligible to apply.
  • Consultants are responsible for their own travel, visas, and accommodation expenses.
  • No fee is charged at any stage of the recruitment process.
