Background & Job Description

UNDP Bangladesh is implementing the Initiation Plan for Sustainable Financing from November 2024 to May 2026, focusing on advancing sustainable financing across government and non-governmental sectors. The initiative supports the integration of climate considerations into national budgeting and financial management processes, strengthening institutional frameworks and governance structures.

Under this initiative, the Inclusive Budgeting and Financing for Climate Resilience (IBFCR) Phase II project builds on past successes to further embed climate resilience into Bangladesh’s public financial management systems. The project assists the Finance Division, Ministry of Finance, in formulating a Climate Finance Strategy, updating public finance tracking tools, and strengthening governance frameworks to improve transparency and accountability in climate-related expenditures.

The Research Associate (NPSA-6) will play a key role in collecting and analyzing data, supporting policy recommendations, and assisting in stakeholder coordination to ensure effective project implementation.

Tasks & Responsibilities

The Research Associate will contribute to the IBFCR Phase II project through the following responsibilities:

  • Assist in collecting and analyzing data related to climate finance strategies, policies, and tracking mechanisms.
  • Support updates to climate public finance tracking methodologies, ensuring alignment with national policies.
  • Research incentives for integrating climate considerations into financial management and public budgeting.
  • Conduct literature reviews on climate finance governance, gender integration, and inclusive budgeting.
  • Develop surveys and questionnaires for climate finance tracking and policy evaluation.
  • Maintain and update stakeholder databases, coordinating with government agencies and development partners.
  • Provide technical support for preparing annual work plans and policy recommendations on climate-responsive budgeting.
  • Organize and participate in workshops, conferences, and stakeholder meetings, preparing necessary documentation and reports.

Qualifications & Requirements

Education & Certification:

  • Bachelor’s degree in Economics, Public Policy, Environmental Sciences, Social Science, or related fields (preferred), OR
  • High School Certificate with at least 6 years of relevant experience.

Experience:

  • Minimum 3 years of experience with a bachelor’s degree or 6 years with a high school certificate in environmental science, public finance, or research activities related to climate change and development.
  • Experience in operating MS Office (Word, Excel, PowerPoint).
  • Knowledge of organizing workshops, training sessions, and stakeholder meetings is an asset.
  • Familiarity with progress monitoring, evaluation, and impact assessment is desirable.
  • Prior experience in budget preparation, documentation management, and record-keeping is beneficial.
  • Work experience with government agencies, donor-funded projects, or development organizations is a plus. Become a Research Associate at UNDP

Languages:

  • Fluency in English and Bangla is required.

Additional Information

This is a full-time position based in Dhaka, Bangladesh, under a National Personnel Service Agreement (NPSA-6) with UNDP’s Regional Bureau for Asia and the Pacific. The initial contract duration is 1 year, with the possibility of extension.
