The Opportunity
Join Plan International Pilipinas in our mission to fortify communities against natural disasters! We are launching an 18-month initiative across four municipalities in Samar, focusing on enhancing local government capabilities and raising disaster risk reduction awareness. Our goal is to bolster the resilience of over 7,680 individuals, preparing them to face and mitigate the challenges posed by nature’s unpredictability.
Role: Monitoring, Evaluation, Research & Learning Officer
Type of Role: Project-based (until January 2026)
Reports to: Project Manager
Location: Catbalogan City, Samar
Key Responsibilities:
- Lead MERL Implementation: Implement the project’s Monitoring, Evaluation, Research, and Learning (MERL) plan.
- Data Collection: Develop and use data collection tools to track project progress and impact.
- Data Analysis: Analyze project achievements, stakeholder feedback, and learnings.
- Technical Guidance: Provide technical guidance to project staff on MERL implementation.
- Reporting: Lead the creation of project reports for submission to donors.
- Emergency Response: Support emergency response activities in exceptional cases within the communities covered by Plan International.
Qualifications and Experience:
- Educational Background: Graduate of Social Science, Statistics, Social Work, Community Development, or a related field.
- Experience: Minimum of five years’ experience in development work and three years in conducting research, planning, developing, and managing community development projects.
- Skills: Knowledgeable in Project Management, participatory research, monitoring & evaluation methods, community organizing, participatory appraisal, and DRR systems.
- Communication: Excellent verbal and written communication skills and the ability to relate to people from all backgrounds.
- Nationality: Applicants must be based in the Philippines and be Filipino nationals.
- Other: Ability to prioritize and manage a complex and varied workload.
