Key Responsibilities:

As a Recruitment Officer, you will play a crucial role in the People & Culture (P&C) Administration and Recruitment processes, ensuring smooth and efficient operations within the local office. Your responsibilities will include:

P&C Administration:

• Maintain accurate, updated, and confidential recruitment files.
• Set up and maintain recruitment records in collaboration with the P&C Manager.
• Process P&C-related paperwork for various workforce categories with accuracy and confidentiality.
• Keep P&C templates updated and accessible for staff.
• Respond to routine employee inquiries to provide accurate and timely information.
• Assist the Senior P&C Officer in creating and evaluating surveys using SurveyMonkey.
• Support the line manager by providing necessary P&C data for reporting.
• Maintain staff leave and timesheet records and update staff data in the local payroll system.
• Facilitate recruitment documents for internal and external audits.

Recruitment and Orientation:

• Handle recruitment for low and middle-level positions such as Officers, Associates, and Assistants.
• Provide support in staff recruitment, selection, and contracting as needed.
• Participate in panel interviews upon the Line Manager’s request.
• Assist in organizing team-building events, staff recognition, and nomination initiatives.
• Provide and facilitate P&C Orientation Sessions for national and international staff.
• Assist the Senior Recruitment Officer with recruitment trackers and share updates with SLT/SMT biweekly.
• Manage job announcements, screening, and longlisting for positions at GL 14 and below on both ACBAR and Workday.

Workday Management:

• Act as the Workday User for the local country office.
• Lead and manage the recruitment process from start to finish in Workday and manually.
• Serve as the P&C focal point for Workday operations and inquiries.
• Maintain and update Workday regularly and provide reports and statistics as required.
• Train managers, employees, and staff on using Workday’s self-service and manager service modules, ensuring new hires receive adequate orientation.

Additional Responsibilities:

• Perform other relevant tasks assigned by the direct supervisor.
• Adhere to World Vision Child and Adult Safeguarding policy and standards.
• Adhere to World Vision accountability standards.
• Be prepared to implement World Vision Afghanistan Humanitarian and Emergency Affairs plan under the context of P&C interventions.

Required Professional Experience:

• Minimum of 2 years of experience in Human Resources or Administration with a medium-sized business or NGO.
• Experience with HRIMS, specifically Workday.
• Demonstrated knowledge of HR practices, including recruitment, hiring, HR functions, and systems administration.
• Proficiency in HR software administration and maintenance.

Required Education, Training, Licenses, and Certifications:

• Bachelor’s degree in Social Science, Economics, Business Administration, or related fields.
• Good coordination and communication skills.
• Good interpersonal skills and ability to commit to World Vision Core Values and Mission Statement.
• Computer literacy with proficiency in MS Office applications and HRIS systems.
• Ability to perform tasks effectively and efficiently under stress or high workload.

Preferred Knowledge and Qualifications:

• MBA in Human Resources Management, Economics, or Social Sciences.
• Professional certification in HR from locally or internationally recognized HR institutions.
• Experience working in an INGO setting and exposure to international working culture.
• Cross-cultural sensitivity and a good understanding of labor law.
• Ability to work in and contribute to team building.
• Quick learner, agile, flexible, and adaptable.
• Knowledge of analyzing legal issues in Human Resources, enhancing employee relations, and cultivating workplace diversity.

Travel and Work Environment:

• This position requires up to 15% travel to Zonal Offices based on need.
• Physical fitness and good health are required.
