The United Nations Framework Convention on Climate Change (UNFCCC) is the leading international treaty addressing climate change. It oversees the implementation of the Kyoto Protocol and the Paris Agreement, helping countries reduce emissions, adapt to climate impacts, and collaborate on sustainable development. The UNFCCC Secretariat provides technical and organizational support to Parties while managing one of the most politically and environmentally important international processes.
The Remote Consultancy 2026 focuses on assisting the Government of Jamaica in developing a National Strategy for Article 6 and Carbon Pricing. Carbon pricing mechanisms—including carbon taxes, cap-and-trade systems, and market-based instruments—enable cost-effective emissions reductions and support climate commitments. Article 6 of the Paris Agreement promotes cooperative approaches, allowing countries to trade mitigation outcomes, attract international finance, and achieve Nationally Determined Contributions (NDCs) efficiently.
This consultancy is fully remote, offering international professionals the chance to contribute to high-impact climate strategies while engaging with governments, stakeholders, and UNFCCC regional collaboration centers.
Tasks
The consultant will support Jamaica in developing a robust, participatory National Strategy for Article 6 and Carbon Pricing. Key tasks include:
Phase 1: Strategic Planning and Readiness Assessment
- Conduct a landscape review of Jamaica’s carbon pricing potential, climate policies, and NDC targets.
- Assess Jamaica’s institutional, legal, and technical readiness for implementing Article 6 and carbon pricing.
- Evaluate sectoral opportunities in energy, transport, agriculture, and waste for carbon market participation.
- Review registry infrastructure for tracking mitigation outcomes (ITMOs) and propose improvements.
- Facilitate a virtual validation workshop with stakeholders to confirm findings and priorities.
- Develop a phased implementation roadmap, including short-term (0–6 months), medium-term (6–24 months), and long-term (24+ months) activities.
Phase 2: Drafting the National Strategy
- Prepare a draft strategy synthesizing technical, legal, institutional, and policy findings.
- Include executive summary, introduction, and sections explaining carbon pricing instruments, Article 6 mechanisms, and sector-specific mitigation opportunities.
- Propose participation pathways for bilateral agreements under Article 6.2 and market mechanisms under Article 6.4.
- Recommend institutional, legal, and fiscal frameworks, as well as risk management measures to prevent overselling and carbon leakage.
- Outline capacity-building programs and stakeholder engagement strategies.
- Identify potential international partnerships, revenue sources, and financing options.
Phase 3: Consultation and Validation
- Conduct pre-consultation reviews with government agencies.
- Facilitate multi-stakeholder workshops to gather feedback from civil society, private sector, and relevant ministries.
- Integrate stakeholder input into the final strategy, ensuring national ownership and alignment with UNFCCC requirements.
- Provide hands-on virtual training on Article 6 procedures and forms.
- Host a final webinar to present the validated strategy and key recommendations to national and international stakeholders.
Qualifications for Remote Consultancy at UNFCCC 2026
Academic Background
- Advanced degree in economics, environmental science, climate policy, engineering, public policy, international relations, or related field.
- Expertise in climate change mitigation, carbon markets, or carbon pricing is an asset.
Professional Experience
- Minimum 5 years in climate policy, carbon pricing, or greenhouse gas mitigation.
- Familiarity with Article 6 of the Paris Agreement and UNFCCC frameworks.
- Experience designing national climate strategies involving carbon pricing or market mechanisms.
- Knowledge of institutional, legal, and policy dimensions of carbon market implementation.
- Experience working with small island developing states or countries with similar climate priorities is desirable.
- Strong skills in stakeholder engagement, capacity building, and training design.
- Proven ability to draft high-quality technical and strategic documents in English.
Language Requirement: Fluent English.
