The Knowledge Project
The Knowledge Project is a collaborative initiative between UNDP’s Regional Bureau for Arab States and the Mohammed bin Rashid Al Maktoum Knowledge Foundation (MBRF). Established in 2008, its primary goal is to produce high-quality knowledge products and facilitate knowledge sharing and dialogue.
Programme Overview
Regional Skills Initiative
Under the auspices of the Knowledge Project, the Regional Skills Initiative seeks to fortify the linkage between skills development and poverty reduction in the Arab region. Targeting approximately 5,500 Arab learners across eight countries, the initiative focuses on core employability and soft skills, foundational digital skills, and technical skills.
Pilot Phase
The pilot phase of the Regional Skills Initiative is set to commence in January 2023 and will span 16 months. During this phase, workshops will be conducted to bring together stakeholders from the public sector, private sector, and educational institutions to discuss and update skills gap analysis. Additionally, the project will identify the skills gap and plan for future skills of the targeted groups.

Duties and Responsibilities
1. Programme Coordination
- Ensuring seamless coordination and execution of project events to facilitate knowledge exchange and capacity-building.
- Preparation of technical content and choreography for consultations and workshops within the Regional Skills Initiative.
- Strengthening existing relationships and forging partnerships with relevant stakeholders, including government entities and private sector organizations.
- Establishing robust tracking and monitoring tools for effective project management and progress tracking.
2. Research and Knowledge Management
- Conducting desk research to gain insights into the skills landscape in the region.
- Mapping key stakeholders and existing skills initiatives in the Arab region.
- Preparing various knowledge products, including background notes, surveys, and written reports, focusing on labor and job landscapes.
- Collecting and analyzing data related to employment, skills, and educational mismatch to inform evidence-based interventions.
3. Reporting and Partnerships
- Supporting the preparation of periodic narrative and financial reports, ensuring timely and accurate reporting to stakeholders.
- Establishing and fostering partnerships with relevant stakeholders to maximize collaboration and support for the project.
4. Communication and Advocacy
- Assisting in developing communication materials, including project presentations and invitation letters.
- Supporting advocacy efforts to raise awareness about the project’s objectives and achievements.
- Coordinating with relevant teams to promote public engagement and awareness of the project’s activities and outcomes.
Institutional Arrangement
The Research and Coordination Associate will report to the Project and Research Analyst in Dubai and the Chief Technical Adviser/Project Manager. They will maintain effective working relationships with various stakeholders and colleagues.

Requirements
Education:
- Secondary education or Bachelor’s degree in economics, business administration, education, social sciences, or related field.
Experience:
- Minimum of seven years (with secondary education) or four years (with Bachelor’s degree) of relevant experience at the national and/or regional level.
- Experience in economic research, upskilling and reskilling initiatives, employment/entrepreneurship, or technical education programs.
Skills:
- Excellent computer literacy (MS Office; Windows; Internet).
- Excellent communications, report writing, and analytical skills.
Desired Skills:
- Extensive experience working in the Arab States region.
- Knowledge of massive open online courses (MOOCs) and/or education.
- Experience in a similar position in UN agencies.
Language:
- Fluency in Arabic and English (both oral and written) is required.
- French is an asset.
Nationalities:
- National of the UAE or other nationalities with a valid legal work permit and residency in the UAE.
