The Opportunity

As a Safety and Security Specialist, you will play a crucial role in ensuring the safety of our staff and associates who operate in high-risk and complex environments. This role involves:

  • Security Risk Management: Utilizing your deep conceptual understanding to assess and mitigate security risks effectively.
  • Capacity Building: Providing technical support and oversight to enhance security programs in diverse contexts.
  • Field Representation: Engaging with key stakeholders and coordinating with peer NGOs and UN actors to ensure effective security measures.
  • Humanitarian Access: Negotiating and strategizing access to humanitarian operations in challenging settings.
  • Deployment and Support: Being deployed up to 60% of the time to Plan International’s country programs, with flexibility based on operational needs.

Key Responsibilities

As a Safety and Security Specialist at Plan International, your responsibilities include:

1. Security Risk Assessment and Management

Security risk assessment forms the cornerstone of effective security management in humanitarian organizations. Your role will involve conducting comprehensive risk assessments in diverse operational contexts, identifying potential threats, vulnerabilities, and risks faced by Plan International personnel, assets, and operations. You will develop risk management strategies and action plans to mitigate identified risks, ensuring the safety and security of staff and stakeholders.

2. Capacity Building and Technical Support

You will provide technical guidance and support to enhance the capacity of Plan International staff and partners in implementing robust security measures. This includes developing and delivering training programs on security protocols, emergency procedures, crisis management, and personal safety measures. Your expertise will empower teams to respond effectively to security challenges and ensure compliance with organizational safety standards.

3. Field Representation and Coordination

Effective coordination and collaboration with key stakeholders are essential for implementing comprehensive security strategies. You will represent Plan International at field level, engaging with local authorities, peer NGOs, UN agencies, and community leaders to foster partnerships and coordinate security efforts. This role requires diplomacy, negotiation skills, and the ability to build trust-based relationships to facilitate operational access and ensure the safety of humanitarian operations.

4. Policy Development and Advocacy

You will contribute to the development and review of security policies, protocols, and standard operating procedures (SOPs) to align with best practices and emerging security trends. Your insights and recommendations will inform organizational policies on safety and security, ensuring adherence to humanitarian principles and duty of care obligations. You will advocate for improved security measures and resources to enhance the safety environment for Plan International staff and stakeholders.

5. Crisis Response and Emergency Management

In high-risk environments, rapid response to crises and emergencies is critical to safeguarding personnel and assets. You will play a pivotal role in developing and implementing emergency response plans, including evacuation procedures, crisis communication protocols, and contingency plans. Your proactive approach and preparedness will enable timely and effective responses to security incidents, minimizing risks and ensuring the continuity of humanitarian operations.

  • Experience: Demonstrable experience in security risk management within international NGOs, including work in disaster-prone or conflict-affected areas.
  • Skills: Strong analytical skills and the ability to manage complex tasks effectively.
  • Languages: Proficiency in English; additional languages like French, Arabic, or Spanish are desirable.
  • Education: A background in security management, international relations, or a related field is preferred.
